Ամփոփվել է պետական բյուջեի ութ ամիսների կատարողականը

ՀՀ կառավարությանն առընթեր պետական եկամուտների կոմիտեն ամփոփել է ս.թ. օգոստոս ամսվա և ընթացիկ տարվա ութ ամիսների պետական բյուջեի կատարողականը: Համաձայն ներկայացված տվյալների` 2016թ. օգոստոս ամսին պետական բյուջե է հավաքագրվել ավելի քան 93 մլրդ դրամ հարկային եկամուտներ:

2016թ. ութ ամիսների արդյունքներով պետական բյուջե է հավաքագրվել 694.3 մլրդ դրամ հարկային եկամուտներ` նախորդ տարվա նույն ժամանակաշրջանի` 692.0 մլրդ դրամի դիմաց: Ընդ որում, այս ցուցանիշը 3 մլրդ դրամով ավելի կլիներ, եթե չլիներ նախորդ տարվա հունվար-փետրվար ամիսների համեմատ ս.թ. նույն ժամանակահատվածի հարկային եկամուտների ավելի քան 3 մլրդ դրամ նվազումը:

Ընթացիկ տարում պետական բյուջեի հարկային եկամուտների աճի տեմպի այսպիսի փոփոխությունը պայմանավորված է եղել մի շարք գործոններով: Դրանց թվին նախ և առաջ դասվում է նախորդ տարվա նույն ժամանակաշրջանի համեմատ ներմուծումների ծավալների անկումը, ներմուծումների կառուցվածքի փոփոխությունը, հատկապես երրորդ երկրներից մարդատար ավտոմեքենաների ներմուծումների մասով:

Հաջորդ հիմնական գործոնը, որ էական ազդեցություն է ունեցել աճի տեմպի վրա, մի քանի խոշոր ոլորտներում, այդ թվում` մետաղների միջազգային գնանկմամբ պայմանավորված` մետաղական հանքերի և կապի ոլորտում նոր տեխնոլոգիաներով պայմանավորված շրջանառությունների անկման հետևանքով հարկային եկամուտների նվազումները:

Այսպիսով, տարեվերջին մնացել է 4 ամիս, և հենց այս ամիսները ցույց կտան ՀՀ բյուջեի կատարողականն ամփոփ թվերով: Առջևում 3-րդ եռամսյակի ամփոփումն է և վերջին 4-րդ եռամսյակում հավաքագրումների իրականացումը: Այս փուլում հիմնական հարկատուները կլինեն խոշոր բիզնեսի ներկայացուցիչները, և հենց այդ հավաքագրումների ծավալներով էլ պայմանավորված կլինի պետական բյուջեի կատարողական ամփոփ ցուցանիշը: Հավելենք նաև, որ 4-րդ եռամսյակում հավաքագրված եկամուտները նաև որոշակի մասով կապահովեն 2017 թվականի առաջին եռամսյակի ծախսերը, ուստի շատ կարևոր է, որ վերջնական արդյունքում ունենանք դրական ցուցանիշ և բյուջեի բարձր կատարողական:
