Կիսանախագահական համակարգը կործանեց կուսակցությունները. Վազգեն Մանուկյան

Այսօր նախագահական նստավայր էին այցելել Հանրային խորհրդի անդամները՝ քննարկելու սահմանադրական փոփոխությունները: Հանդիպման մանրամասների և նոր Սահմանադրության դրույթների հետ կապված՝ Past.am-ը զրուցեց Հանրային խորհրդի նախագահ Վազգեն Մանուկյանի հետ:
- Ի՞նչ մոտեցումներ է ներկայացրել Հանրային խորհուրդը:
- Նախ՝ նշեմ, որ Հանրային խորհուրդը կուսակցություն չէ, որը կարող է ունենալ միասնական կարծիք: Բոլորն ազատ են իրենց կարծիքների մեջ: Շատերը կողմ էին խորհրդարանական հանրապետությանն անցմանը:
- Դուք կո՞ղմ եք խորհրդարանական հանրապետությանը:
- Այո´, որովհետև ես ԱԺՄ կուսակցության նախագահն եմ, իսկ մենք 20 տարուց ավելի է, ինչ կողմնակից ենք և կոչ ենք արել, որպեսզի անցում կատարվի խորհրդարանական կառավարմանն ու ամբողջական համամասնական ընտրակարգին: Բայց կան մարդիկ, ովքեր համաձայն չեն դրան: Առողջ մթնոլորտում քննարկեցինք բազմաթիվ հարցեր՝ իրավական, տեխնիկական, քաղաքական:
- Մեզ հետ զրույցում քաղաքագետ Լևոն Շիրինյանն ասել է, որ 20 տարի առաջ ավելի տեղին էր անցումը խորհրդարանական կառավարմանը, քանի որ այն ժամանակ կային դասական իմաստով կուսակցություններ: Քաղաքագետն օրինակ էր բերել նաև ԱԺՄ կուսակցությունը:
- Այդ հարցը միշտ առաջացել է: Դեռ 1991 թվականին դրա շուրջ վեճեր եղան: Երբ 1990-ին եկանք իշխանության, ոչ ոք չի հիշում, բայց մենք խորհրդարանական հանրապետություն էինք: Ես վարչապետն էի, Լևոն Տեր-Պետրոսյանը խորհրդարանի նախագահն էր, բայց հանրապետության նախագահ դեռ չկար: Անհրաժեշտություն կար կա´մ պահել մաքուր պառլամենտական հանրապետություն, կա´մ դարձնել կիսանախագահական: Այդ վիճաբանության ժամանակ ասվում էր, որ խորհրդարանականին մենք դեռ չենք կարող անցնել, որովհետև ձևավորված կուսակցություններ չունենք: Բայց կյանքը ցույց տվեց հակառակը՝ ընթացքի մեջ անգամ այդ ձևավորված կուսակցությունները քանդվեցին: Կարծում եմ, որ պառլամենտարիզմին անցումը կարող է նպաստել կուսակցությունների զարգացմանը: Հիշենք, որ 1998 թվի ընտրություններում ասպարեզում հայտված Կարեն Դեմիրճյանն ու Ռոբերտ Քոչարյանը չէին ներկայացնում որևէ կուսակցություն: Կուսակցությունների դերը միանգամից նվազեց: Պայքարը գնաց անձերի միջև: ՀԺԿ-ն դեռ ձևավորված չէր, երբ Կարեն Դեմիրճյանն առաջադրվեց: Մենք փաստում ենք, որ ձևավորված կիսանախագահական համակարգը կործանեց կուսակցությունները: Հնարավոր է՝ խորհրդարանական մոդելով փրկենք:
