«Տեղական ինքնակառավարման մարմինների ընտրությունների փուլում ենք, որոշ տեղերում թեժ մրցակցություն Է՝ 7-10, մինչև 11 թեկնածու և թեկնածուների ցուցակ Է ներկայացվել։ Փոքրիկ քաղաքների ու գյուղերի համայնքապետի պաշտոնը, պարզվում Է, բավականին գայթակղիչ պաշտոն Է։ Ոչ թե պատասխանատվություն Է, բեռ, առավոտից երեկո չարքաշ աշխատանք՝ համաքաղաքացիների թուքումուրով, դժգոհությամբ, հարցեր լուծելու անզորությամբ համեմված, այլ վայելք Է՝ փող աշխատելու, արտոնություններ ունենալու, ազգուտակին օգտակար լինելու հնարավորություն։ Իրականում խելացի, հասկացող մարդկանց պետք Է խնդրեին, որ առաջադրվեին համայնքապետերի պաշտոններում։

 Եվ ինչո՞ւ միայն համայնքապետերի։ Հայաստանում այժմ ցանկացած պաշտոն զբաղեցնելը՝ լինի դա տնտեսական, պաշտպանական, անգամ՝ մշակութային ոլորտի, ծանր բեռ Է, հոգս ու գլխացավանք։ Եվ գրագետ, գիտակից մարդը, եթե կոռումպացված չէ, եթե անմեղսունակ չէ, եթե դատարկ ամբիցիաներից կազմված փուչիկ չէ կամ էլ մահապարտ չէ, պետք է հրաժարվեր այս փուլում պատասխանատվություն ստանձնելուց։ Որովհետև վիճակն այնքան բարդ է, որ միջին կարողությունների տեր, միջին աշխատասիրությամբ ու նվիրվածությամբ հնարավոր չէ աշխատել ու չձախողվել։ Իսկ ձախողվել՝ այսօր նշանակում է վիճակն ավելի բարդացնել և ստանձնել երկրի հետագա, շատ վտանգավոր գահավիժման պատասխանատվությունը։ Այնպես որ՝ պետք է ոչ թե շնորհավորել նոր նշանակվողներին, նախանձել, համարել, որ նրանց բախտը բերել է, այլ ցավակցել ու կարեկցել»»,–գրում է թերթը։
