Հարափոփոխ անփոփոխություն Հայաստանում .«168 ժամ»

«Փոփոխությունների ու դրանց անհրաժեշտության մասին Հայաստանում խոսում են բոլորը։ Խոսում են մակդիրների բազմազանությամբ ու հնչերանգի լալահառաչությամբ։ Արմատական ու հեղափոխական, էվոլյուցիոն ու ինստիտուցիոնալ, անձնավորված ու համակարգային։
Խոսում է անգամ իշխանությունը, որը խոսողներից միակն է, որ կարող է ոչ միայն խոսել, այլ գոնե ժամանակ առ ժամանակ իրականացնել այդ փոփոխությունները։ Փոփոխությունների մասին խոսակցությունների դատարկությունն ու անհամությունը տեղ չեն թողնում քննարկման համար՝ իսկ ի՞նչ փոփոխություններ են անհրաժեշտ Հայաստանին, որպեսզի պետությունը չապրի փոփոխությունների անհրաժեշտության մասին մշտական դարձվածաբանության ու փոփոխությունների նույնքան մշտական բացակայության ռեժիմում։
Ու քանի որ քննարկում՝ որպես այդպիսին, չկա, իշխանությունները ժամանակ առ ժամանակ փոփոխությունների իմիտացիա ստեղծող քայլեր են անում՝ մի քանի ամսով կամ տարով բավարարելով փոփոխությունների մասին խոսողներին, դրսին ու ներսին՝ հաստիքային ընդդիմադիրին ու չինովնիկին, արտահաստիքային մտավորականին ու նրանց տեղը զբաղեցնող հաստիքային պնակալեզին, կամակատար դատավորին ու դատավորի պատվիրատու հաստիքային կրիմինալին։
Փոփոխությունները, այն իմաստով, որ իմաստով որ ներկայացվում են՝ որպես Հայաստանի փրկության սպեղանի, ենթադրում են բազմաթիվ շերտեր ու բաղադրիչներ։ Ու այդ ենթադրյալ շերտերի ու բաղադրիչների շարքում անձերը, պաշտոնյաներն ու նրանց տեղակալները, վարչության պետերն ու վարչապետներն ընդամենը մի շերտ են ու մի բաղադրիչ։
Ոչ ավելին ու ոչ կարևոր՝ ամենևին։ Որովհետև կարևոր են փոփոխությունների այն շերտերը, որոնք չունեն անուններ ու ազգանուններ ու կուսակցական պատկանելություններ, որոնք շոշափելի չեն ու ներկայացնելի չեն որևէ նախարարության կոլեկտիվի կամ կուսակցական ակտիվի առջև։
Սահմանադրականություն, օրինականություն, անձնական շահի ստորադասում պետական շահին, օլիգարխի շահի ստորադասում՝ տնտեսական մրցակցության շահին, թայֆայական շահի ստորադասում՝ արդարադատության շահին, համակարգի շահի ստորադասում քաղաքացու, մարդու շահին...»,–գրում է թերթը։
