«Հայկական ժամանակ» թերթը գրում է. «Վարչապետի պաշտոնում Կարեն Կարապետյանին նշանակելու դեռ պաշտոնապես չարձանագրված որոշումը ամենամեծ մտավախությունները առաջացրել է ՀՀ ֆինանսների նախարարությունում: Դրանք պայմանավորված են հաջորդ տարվա պետբյուջեի նախագծով:

Խնդիրն այն է, որ մինչեւ հոկտեմբերի 1-ը 2017 թ. պետական բյուջեի նախագիծը հիմնականում պետք է պատրաստ լինի: Բյուջեի բովանդակությունը, պատկերավոր ասած, հարմարեցված է արդեն նախկին կառավարության «ճաշակին»: Սակայն իրական են սպասումները, որ վարչապետի պաշտոնում նշանակվելուց եւ նոր կառավարություն ձեւավորելու ընթացքում Կարեն Կարապետյանը կպահանջի արմատապես փոխել նախագիծը:

Նոր վարչապետը դժվար թե համաձայնի իր վրա վերցնել նախկին «ստանդարտների» ու գերակայությունների վրա հիմնված բյուջեի իրականացման պատասխանատվությունը: Բյուջեի նույնիկս ոչ արմատական, այսպես ասած՝ զգալի փոփոխությունները չափազանց աշխատատար են եւ դրա համար կարող են պահանջվել ամիսներ, իսկ մեր օրենսդրությամբ սահմանված ժամկետները շատ քիչ են:
Ֆինանսների նախարարության մասնագետների համար «չարյաց փոքրագույնը» կլինի այն, որ նոր կառավարությունը հավանություն տա 2017 թվականի պետական բյուջեի մասին օրենքի ներկայիս նախագծին եւ հետո, մինչեւ տարեվերջ կամ նույնիսկ ընդունվելուց հետո դրանում փոփոխություններ կնախաձեռնի»:
