Հայաստանի և Արցախի օմբուդսմեններն այցելել են Ադրբեջանի ագրեսիայից տուժած թալիշցիներին

Աշխատանքային այցի շրջանակում սեպտեմբերի 8-ից 11-ը Արցախում գտնվող ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանի խնդրանքով Արցախի օմբուդսմեն Ռուբեն Մելիքյանը ներկայացրել է ապրիլին ադրբեջանական ԶՈւ կողմից իրականացված դաժանությունների վերաբերյալ փաստահավաք աշխատանքի ընթացիկ արդյունքները։ Այս մասին «Արմենպրես»ին տեղեկացրին ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմից:
Այդ աշխատանքի շրջանակներում երկու Պաշտպաններն այցելել են Մատաղիս գյուղ, Մատաղիսի ջրամբար և իրականացրել համատեղ ուսումնասիրություններ: Արձանագրվել են ապրիլ ամսվա ընթացքում ադրբեջանական զինված ուժերի թիրախային հարձակումները Մատաղիս գյուղի և ջրամբարի ուղղությամբ: Ջրամբարի վրա թիրախային հարձակումներն ուղղակի նպատակ են հետապնդել մեծ վնասներ հասցնել Արցախի քաղաքացիական բնակչությանը և նրանց զրկել կենսական կարիքները բավարերելու հնարավորությունից: Այսպիսի գործելաոճը կոպտորեն խախտում է մարդու իրավունքների վերաբերյալ միջազգային իրվունքի, այդ թվում միջազգային մարդասիրական իրավունքի պահանջները:
Արցախի և Հայաստանի Պաշտպաններն այցելել են նաև Մարտակերտի շրջանի Ալաշան տեղամաս և հանդիպել Ադրբեջանի կողմից ապրիլյան հարձակման հետեւանքով իրենց տները լքած եւ այնտեղ հաստատված թալիշցիների հետ: Հանդիպման ընթացքում լրացուցիչ տեղեկություններ են ձեռքբերվել Թալիշ գյուղի խաղաղ բնակիչների նկատմամբ արդրբեջանական զինված հարձակումների, ինչպես նաև կատարված դաժանությունների վերաբերյալ:
Արցախի և Հայաստանի մարդու իրավունքների պաշտպանները միջազգային կառույցների ուշադրությունը հրավիրում են քաղաքացիական բնակչության դեմ ադրբեջանական ԶՈւ թույլ տված հիմնարար խախտումների վրա: Այդ տեղեկությունները՝ համապատասխան հիմնավորումներով, կներկայացվեն մարդու իրավունքների ոլորտի միջազգային կազմակերպություններին:
