Ֆրանսիացի և ԵԽ պաշտոնյաները խստորեն քննադատել են Ադրբեջանին

 Փարիզում սեպտեմբերի 12-ին տեղի է ունեցել Եվրոպայի խորհրդի ապագային նվիրված բարձրաստիճան գիտաժողով «Արդյոք Եվրոպայում մարդու իրավունքների պաշտպանության գաղափարն հնացել է» խորագիրով։

Միջոցառմանը, որի նախաձեռնողը ֆրանսիացի պատգամավոր Ռենե Ռուքեն էր, բացման խոսքով հանդես եկան Ֆրանսիայի Ազգային ժողովի նախագահ Կլոդ Բարտոլոնը, ԵԽԽՎ նախագահ Պեդրո Ագարամունտը և Ֆրանսիայի եվրոպական հարցերով պետքարտուղար Հարլեմ Դեզիրը։ Բանախոսների թվում էին նաև ԵԽ գլխավոր քարտուղար Թյորբորն Յագլանդը, ԵԽԽՎ նախկին նախագահներ Անն Բրասյորը և Ժան Կլոդ Մինյոնը և այլ գործող ու նախկին պաշտոնյաներ։

Բարձրաստիճան համաժողովին տեղի ունեցավ քննարկումները չշրջանցեցին նաև Ադրբեջանում տիրող մարդու իրավունքների իրավիճակը։ Մասնավորապես, Amnesty International կազմակերպության ներկայացուցիչը խոսեց Ադրբեջանում շարունակվող քաղաքական հետապնդումների և քաղբանտարկյալների մասին՝ նշելով, որ նույնիսկ ԵԽ նախարարների կոմիտեում նախագահության ընթացքում Ադրբեջանը չդադարեց հալածել քաղաքացիական հասարակության ներկայացուցիչներին։ Ադրբեջանական իշխանությունների ավտորիտար մղումների համար խոչընդոտ չեղան նաև «Եվրատեսիլ» երգի փառատոնը, Եվրոպական օլիմպիադան և այլ խոշորածավալ միջոցառումները, որոնց ընթացքում միջազգային հանրության ուշադրությունը սևեռված էր Ադրբեջանի վրա։

Մտահոգություններ են հնչել նաև Ադրբեջանի կողմից Մարդու իրավունքների եվրոպական դատարանի վճիռների չկատարման փաստի առնչությամբ։ Այս առումով ամենացայտուն օրինակը Իլգար Մամադովի գործն է, որին ՄԻԵԴ քաղբանտարկյալ է ճանաչել՝ պնդելով նրա անմիջական ազատման վրա։ Արդեն երեք տարի Ադրբեջանը չի կատարում վճիռը և դրանով լուրջ սպառնալիք է ստեղծում Մարդու իրավունքների եվրոպական կոնվենցիայի համար։

Ադրբեջանի հասցեին քննադատական խոսքեր են ուղղվել նաև Վենետիկի հանձնաժողովի հետ չհամագործակցելու համար։ Վենետիկի հանձնաժողովի նախագահը նշեց, որ Ադրբեջանի կողմից հարցում չի եղել սեպտեմբերի 26-ին կայանալիք սահմանադրական փոփոխությունների վերաբերյալ կարծիք տրամադրելու առնչությամբ: ԵԽԽՎ նախագահը նշեց, որ այս հարցով ԵԽԽՎ բյուրոյի կողմից հրատապ հարցում է ուղարկվել Վենետիկի հանձնաժողովի։

Ադրբեջանից միջոցառմանը մասնակցում էր պատգամավոր Սամեդ Սեիդովը, ում Ադրբեջանում քննադատել էին հայամետ ֆրանսիացի պատգամավորի կողմից կազմակերպված միջոցառմանը մասնակցելու համար։
