Որքանո՞վ է նվազել ներկրվող մեքենաների քանակը. «168 ժամ»

«168 ժամ»-ը գրում է. «ՀՀ պետական Եկամուտների կոմիտեն վերջերս տեղեկանք էր հրապարակել՝ հունվար– օգոստոսին հավաքագրված հարկերի վերաբերյալ։ Այդտեղ նշվում Էր, որ ընթացիկ տարում պետական բյուջեի հարկային եկամուտների աճի տեմպի վրա ազդող հիմնական գործոնների թվում է ներմուծումների ծավալների անկումը և ներմուծումների կառուցվածքի փոփոխությունը, հատկապես՝ Երրորդ երկրներից մարդատար ավտոմեքենաների ներմուծումների մասով։
Երրորդ երկրներ ասելով՝ ՊԵԿ-ը նկատի ունի ԵՏՄ անդամ չհանդիսացող երկրներից ներկրված մեքենաները, որոնց մաքսազերծման համար վճարվում Է 20% ՍԱՀ և 10% մաքսատուրք։
Իսկ որքանո՞վ Է նվազել ներկրվող մեքենաների քանակը, և ինչպիսի՞ն Է փոփոխությունը՝ ըստ առանձին երկրների։ ՊԵԿ մաքսային ծառայության կողմից հրապարակված տվյալներն արդեն հնարավորություն տալիս են պատասխանել այս հարցերին։ Դիտարկենք միայն մարդատար մեքենաները (արտաքին առևտրի 8703 կոդի ներքո), քանի որ հենց դրանք են մեծամասնություն կազմում։
ՀՀ ՊԵԿ մաքսային ծառայության տվյալներով՝ 2015 թվականի առաջին կիսամյակում Հայաստան Էր ներկրվել 11500 հատ մարդատար ավտոմեքենա, որի մաքսային արժեքը կազմել Էր 64.5 մլն դոլար։ Այս տարվա առաջին կիսամյակում ներկրված մեքենաների քանակը 6800 Է, մաքսային արժեքը՝ 33.4 մլն դոլար։
Այսինքն, բնեղեն արտահայտությամբ՛ ՀՀ ներկրվող մեքենաները նվազել են 40.8%-ով, իսկ գումարային արտահայտությամբ՝ 48.2%-ով։
Սակայն, ինչպես նշեցինք, բյուջեի եկամուտների տեսանկյունից շատ ավելի կարևոր Է երրորդ երկրներից ներկրված մեքենաների վիճակագրությունը։
Ներկրված 6800 մեքենաներից 6500-ը երրորդ երկրներից են, որոնց ընդհանուր մաքսային արժեքը մոտավորապես 29.8 մլն դոլար Է։ 2015-ի առաջին կիսամյակում երրորդ երկրներից ներկրվել Էր ավելի քան 9700 մեքենա՝ 55 մլն դոլար մաքսային արժեքով։
Սա նշանակում Է, որ երրորդ երկրներից ներկրված մեքենաների ներկրումը՝ գումարային արտահայտությամբ, նվազել Է ավելի քան 25 մլն դոլարով։ Սա Էլ իր հերթին՝ նշանակում Է, որ պետբյուջեն միայն ԱԱՀ-ի մասով կորցրել Է 5 մլն դոլար, որը կստացվեր 25 մլն-ի հարկումից»:
