«Ժողովուրդ» թերթը գրում է.  «Արթիկի քաղաքապետի ընտրությունները շարունակում են տարօրինակ զարգացումներ գրանցել: Ինչպես արդեն տեղեկացրել էինք, հոկտեմբերի 2 ին կայանալիք քաղաքապետի ընտրություններում ՀՀԿ-ն պաշտոնապես սատարում է նախկին ԲՀԿ ական Մուշեղ Պետոյանի թեկնածությունը, սակայն առաջադրվել է նաեւ ՀՀԿ քաղխորհրդի անդամ, նախկին պատգամավոր Մխիթար Վարագյանը, ով շարունակում է պնդել, որ ՀՀԿ-ն իրեն է սատարում:

Ինչպես տեղեկացնում են Արթիկի մեր աղբյուրները՝ Մխիթար Վարագյանը բավական հաճախ հանդիպումներ է ունենում Շիրակի ՀՅԴ ական մարզպետ Հովսեփ Սիմոնյանի հետ, ինչը կարող է նշանակել, որ թերեւս փորձ է արվում մարզի երկրորդ քաղաքում կազմակերպել ՀՀԿ ի պարտությունը: Ավելին՝ լուրեր կան, որ Արթիկում տեւական ժամանակ չբնակվող Մխիթար Վարագյանն առաջադրվել է, ունենալով իր վաղեմի հովանավորյալի՝ ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանի համաձայնությունը, ըստ այդ պնդումների՝ ՀՀԿ-ի ներսում նման անիշխանության հեղինակը հենց Հովսեփյանն է, ով մտերիմ հարաբերություններ ունի Մխիթար Վարագյանի եղբոր՝ Ղազախստանում բնակվող գործարար Դավիթ Վարագյանի հետ:

Այս իրավիճակից կարելի է ենթադրել, որ ՀՀԿ-ն Շիրակում այնքան է թույացել, որ նույնիսկ պաշտոնապես իր կողմից սատարվող թեկնածուի դեմ ազատ գործում է թե ՀՀԿ-ն, թե ՀՅԴ-ն, թե քննչական կոմիտեն՝ ի դեմս Աղվան Հովսեփյանի: Ակնհայտ է նաեւ այն, որ ՀՅԴ այսօրվանից փորձ է անում համալրել իր կողմնակիցների թիմը՝ 2017թ ի խորհրդարանական ընտրություններին ընդառաջ»:
