«Ժամանակ» թերթը գրում է. «Դատելով սեպտեմբերի 20-ին կառավարության կազմում մի քանի նախարարների նոր նշանակումներից՝ Հայաստանում ձեւավորվում է, այսպես կոչված, տեխնոկրատների կառավարություն: Համենայնդեպս Սերժ Սարգսյանի՝ սեպտեմբերի 20-ի նշանակումները այդ տրամաբանության ներքո էին: Թե´ էներգետիկայի ու բնական պաշարների, թե´ կապի ու տրանսպորտի, թե´ ֆինանսների, թե´ գյուղատնտեսության նոր նախարարները նշանակվել են այդ տրամաբանությամբ, նրանք քաղաքական դեմքեր չեն, նրանք ընդգծված մենեջերներ են:

Իհարկե այդ նշանակումները կառավարության դեռեւս կեսից էլ պակաս են, եւ դեռ պարզ չէ, թե ինչ սկզբունք կգործի մյուս դեպքերում:

Խոշոր հաշվով, այն, որ վարչապետ Կարեն Կարապետյանն ինքը քաղաքական դեմք չէ, հիմք է տալիս ենթադրել, որ առավել հավանականը հենց այդ սկզբունքով ձեւավորվող կառավարությունն է: Այստեղ իհարկե, բացի վարչապետ-նախարարներ որոշակի սուբորդինացիոն հարաբերակցության պահպանումից կամ ապահովումից, լուծվում է նաեւ մեկ այլ խնդիր՝ հանրային վարկի խնդիրը:

Բանն այն է, որ Հայաստանում ըստ էության շատ դժվար է գտնել չվարկաբեկված քաղաքական դեմք: Այսպիսով տեխնոկրատական կառավարությունը նաեւ զերծ է որոշակի «վարկաբեկվածության» բեռից եւ այդ իմաստով իհարկե ունի որոշակի «պահուստային պաշար»: Սրանից բացի, ակնհայտ է, որ կառավարության մակարդակում այսօր երեւի թե անհրաժեշտ է հենց այդ տարբերակը:

Սա դեռեւս որեւէ երաշխիք չէ, որ նրանց կառավարումը լինելու է առավել արդյունավետ, բարեհաջող: Խնդիրը պարզապես այն է, որ մի շարք բաղադրիչներից եւ հանգամանքներից ելնելով՝ կառավարության ձեւավորման այդ սկզբունքը դառնում է առավել նպատակահարմար եւ առավել ներդաշնակ ու համադրելի առկա խնդիրներին ու մարտահրավերներին: Միաժամանակ այսպիսով նաեւ որոշակիորեն խզում է առաջանում իշխող ՀՀԿ-ի եւ կառավարության տարբեր թեւերի միջեւ, քանի որ այդ թեւերում այլեւս քաղաքական դեմք կամ քվազիքաղաքական դեմք նախարարները չեն, որոնցից ամեն մեկը ներկայացնում է ներիշխանական կամ ներկուսակցական մի որեւէ թեւ կամ ճամբար: Այստեղ արդեն «դրսից» բերված մենեջերներ են, որոնք ըստ էության ոչ միայն այլ խնդիրներ ու շահեր ունեն, այլ մոտիվացիա, այլ «ձեւավորված» են այլ միջավայրում եւ կոնտակտը այդ առումով ՀՀԿ տարբեր թեւերի կամ ճամբարների միջեւ դառնալու է զուտ տեխնիկական առումով շատ դժվար:

Սրանով էլ իհարկե նախընտրական շրջանում Սերժ Սարգսյանը որոշակիորեն ապահովագրում է իրեն եւ նոր վարչապետին կառավարությունից սաբոտաժի կամ որեւէ վրիպումների ռիսկից, առավել եւս երբ ակնհայտ է, որ Կարեն Կարապետյանն ու ՀՀԿ-ն բախվելու են անխուսափելիորեն, եւ դա զուտ ժամանակի հարց է: Տեխնոկրատական կառավարությունը այդ բախման հեռանկարում Կարեն Կարապետյանի ապահովագրական գիծն է կամ ԱՊՊԱ-ն»:
