«Հրապարակ» թերթը գրում է. «Հայաստանում անցկացվող շինարարական մրցույթներին ներկայացվող տեխնիկական եւ ֆինանսական պահանջներն այնքան բարձր են, որ հայաստանյան ոչ մի ընկերություն միայնակ չի կարողանում դրանց մասնակցել: Արդյունքում` ՀՀ շինարարական կազմակերպությունները, որոնք հարյուրավոր աշխատատեղեր են ապահովում, կանգնում են սնանկացման եւ փակման եզրին:
Իրավիճակից լավագույնս օգտվում են երկրի օլիգարխները, որոնք, չմասնակցելով մրցույթներին, կարողանում են շահել: Մեխանիզմն այսպիսին է․ մրցույթը շահում է արտասահմանյան ընկերությունը, որն իրականում ոչ մի աշխատանք չի կատարում, գործը հանձնում է ենթակապալառու ընկերությանը: Այսպես․ «Հյուսիս-հարավի» շրջանակներում Շիրակ-Արգավանդ ճանապարհը կառուցելու մրցույթում փաստացի հաղթել է իտալական «Սերենիսիմա Կոստրուկցիոնի» ընկերությունը, սակայն այն կառուցում է Գագիկ Ծառուկյանը:
«Հյուսիս-հարավի» մի մասն էլ կառուցում է «Տեր-Հայրապետյանշին» ՍՊԸ -ն, որի անունը կապվում է տրանսպորտի եւ կապի նախկին նախարար Գագիկ Բեգլարյանի հետ: ԱԺ պատգամավոր Մհեր Սեդրակյանը` Թոխմախի Մհերը, որն առանց այդ էլ սեփականաշնորհել է Էրեբունի վարչական շրջանի շինաշխատանքները, այժմ որոշել է ընդլայնել բիզնես շրջանակները դեպի հյուսիս եւ հարավ: Մեր տեղեկություններով` Տրանշ 2-ով նախատեսված Դավթաշեն-Աշտարակի մայրուղի ճանապարհը կառուցելու մրցույթի ելքն արդեն իսկ կանխորոշված է, այս հատվածը եւս փաստաթղթերով կտան չինական ընկերության, սակայն այն իրականում կկառուցի Թոխմախի Մհերը:
Իսկ հետո զարմանում ենք, թե ինչու մարդիկ Հայաստանում բիզնես չեն անում, եղածներն էլ փակում են ու արտագաղթում»:
