Անվանափոխությունների ետևում կան կոնկրետ մեսիջներ

Իշխանությունների հայտարարած փոփոխությունները շարունակվում են: Հերթական փուլն առնչվում է կառավարության կազմին: Այսօր ՀՀ կառավարությունը նախագիծ է ընդունել՝ կառավարության կազմում փոփոխություններ իրականացնելու առնչությամբ: Ըստ նախագծի՝ Քաղաքաշինության նախարարությունը փակվում է, փոխարենը ամենայն հավանականությամբ կգործի կառավարությանն առընթեր ինչ-որ մարմին, իսկ երեք նախարարություն էլ անվանափոխվում են:
Քաղաքաշինության նախարարությունը փակելու հանգամանքը բավկանաչափ օգտակար մի իրադարձություն կարելի է համարել, քանի որ նախկինում այս գերատեսչությունից անընդհատ դժգոհություններ կային: Եթե նրա փոխարեն գործի, ասենք, համեստ մի կոմիտե, հարկատուների գումարները բավականաչափ կտնտեսվեն:
Իսկ անվանափոխություններով վարչապետը փոձել է ցույց տալ ու յուրօրինակ ֆիկսում իրականացնել, թե տնտեսական քաղաքականության մեջ հատկապես որ ուղղությունների ու ճյուղերի վրա է շեշտադրում կատարվելու: «Տրանսպորտի ու կապի նախարարությունը» դարձել է «տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարություն»:
Սա մեր տնտեսության զարգացմանը համահունչ փոփոխություն կարելի է համարել, քանի որ Տեղեկատվական տեխնոլոգիաների ոլորտը վերջին տարիներին լուրջ զարգացում է ապրել և այդ ոլորտի հարցերին առանձին ուշադրություն է հարկավոր դարձնել: Մինչդեռ ավելի էական է «էկոնոմիկայի» նախարար անվանման փոխարինումը «ներդրումների և ձեռնարկատիրության աջակցության» նախարար անվանմամբ:
Սա շատ հստակ ազդարարում է նոր ներդրումների ներգրավման ու ձեռնարկատերերին աջակցություն ցուցաբերելու, նրանց խնդիրներով առաջնահերթ զբաղվելու քաղաքականության իրականացման մասին: Այսպիսով, սրանք մեսիջներ են, որոնք ուղղված են ոլորտը ներկայացնող գործարարներին ու ներդրողներին: Սակայն պատասխանել այն հարցին, թե իրականում քանի ձեռնարկտեր ու ներդրող է իր վերաբերմունքը փոխում Հայաստանի կառավարության ու հայաստանյան բիզնես միջավայրի հանդեպ, հնարավոր կլինի տալ միայն որոշ ժամանակ անց: Ժամանակ, որը բարեփոխումների մի մեծ շղթա է պահանջելու:
