Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.
ՀՀ քաղաքական վերջին զարգացումները հասարակության նոր սպասումների առաջ կանգնեցրին, և մարդկանց մի զգալի հատվածը գտնվում է փոփոխությունների ակնկալիքի փուլում:
Ներկայումս երկրում ընթանում է խորքային և արմատական փոփոխությունների գործընթաց, ինչի արդյունքում պետական ապարատում վերադասավորումներ են տեղի ունենում ինչպես կառուցվածքային, այնպես էլ կադրային սեկտորներում:
Այս գործընթացի վերաբերյալ Զարուհի Փոստանջյանը տեսակետ է հնչեցրել, թե նոր վարչապետը չի կարող այնքան հմուտ և ուժեղ լինել, որ կարողանա իր թրով աջուձախ կտրել: Փոստանջյանն ասել է, թե խաղի կանոնները հայտարարություններով չեն փոխում այլ նոր համակարգի ներդրման միջոցով: Արմեն Մարտիրոսյանը, հայտնել է, թե երկրին հարկավոր են արմատական փոփոխություններ, որոնք պետք է վերաբերեն կառավարման համակարգի մեթոդաբանությանը: Նրա կարծիքով, անձերի անունների փոփոխությունը չի կարող որևէ բանի բերել: Լևոն Զուրաբյանը փաստել է, թե այս գործընթացին չի հավատում, քանի որ կարող են նախարարություններ անվանափոխել, միմյանց միացնել կամ որոշ տխրահռչակ օլիգարխների պաշտոններից հանել, բայց դա ոչինչ չի փոխում: Նա այդ ամենը որակել որպես լոկ կոսմետիկ քայլեր, այլ ոչ թե կառավարման համակարգի բարելավվում և օպտիմալացում:
Քաղաքական «անհավատների» շարքը համալրում են նաև մի շարք «մարդ-կուսակցություններ» և որոշ քվազիընդդիմադիրներ:
Պետք է փաստել, որ գործադիրում ընթացող փոփոխությունների ու առաջիկայում ուրվագծվող սպասումների ֆոնին ակնկալվում է, որ կառավարաության մոտ 50 տոկոսը փոփոխության կենթարկվի, ինչն անհնար է համարել կոսմետիկ գործընթաց:
Հաջորդ քայլը կապված է պետական համակարգի ուռճացվածության կրճատման և ծախսերի նվազմանը, որը տևական ժամանակ ԶԼՄ-երի կողմից անընդհատ բարձրացվող խնդիրներից էր: Եթե այս ամենին գումարենք, որ կառավարման ապարատից հեռացվել են բացասական ընկալում ունեցող պաշտոնյաներ, ստանում ենք որոշակի ընդհանրական ու ամբողջական պատկեր, ինչն էական փոփոխություն է:
Պետք է նշեմ, որ ցանկացած փոփոխություն կատարվում է աստիճանաբար, որպեսզի անցումները լինեն հնարավորինս անվնաս, իսկ կտրուկ շրջադարձները հնարավոր է բերեն ներհամակարգային լուրջ ցնցումների, որն իր հերթին կհանգեցնի քաղաքական կոլափսի:
