Վարչապետը դեռևս պետք է կարողանա ապահովել հայտարարված նպատակներին հասնելու միջավայր

Հետաքրքրությամբ եմ հետևում վարչապետ Կարեն Կարապետյանի գործողություններին՝ նկատելի է, որ ունի համակարգային մոտեցում և, կարծես թե, սթափ էլ գնահատում է իրավիճակը և փորձում է հիմք դնել թափանցիկ կառավարման սկզբունքներին ու դա լավ է: Նա արդեն հայտարարել է, որ պետք չէ նոր կառավարությունից կարճ ժամանակ անց ինչ-որ արտառոց արդյունքներ ակնկալել և դա ազնիվ գնահատական է՝ ՀՀԿ-ն ձախողվել է ինչպես ներքին քաղաքական, այնպես էլ արտաքին քաղաքական ճակատում և այժմ ստիպված դիմել է ճգնաժամային մենեջերի օգնությանը, որպեսզի վերջինս փորձի երկիրը փոսից հանել կամ էլ, գոնե, կանգնեցնել գահավիժումը: Արդեն ասվել է, որ կախարդական փայտիկ չկա: Արդյունք ստանալու համար անհրաժեշտ է լուրջ մասնագիտական աշխատանք: Վարչապետը դեռևս պետք է կարողանա ապահովել հայտարարված նպատակներին հասնելու և կառավարության գործունեության ուղղվածության միասնականությունը, ստեղծել ներքին այնպիսի մի միջավայր, որտեղ հնարավոր կլինի իրականացնել առավել արդյունավետ կառավարում: Վարչապետը դեռ չի ներկայացրել իր ծրագիրը և հույս ունեմ, որ այն դեռևս շուտ չի անի, քանի որ վստահաբար նա չի կարող ներկայացնել իրատեսական ծրագիր առանց օբյեկտիվ տվյալների և տեղեկատվության վրա հիմնված համակարգի վերլուծության և նախնական գնահատման: Լավագույն դեպքում, այս օրերին վարչապետին ներկայացվող ծրագրերը կարող են մեկնարկը լինել նմանօրինակ վերլուծությունների և նախնական գնահատման գործընթացը սկսելու համար: Շատ կարևոր է, որպեսզի այս ամենն իրականացվի հանրության համար տեղեկատվության թափանցիկության ապահովմամբ: Վատ չէր լինի, եթե պարոն Կարապետյանը հանդես գար իր ծրագիրը ներկայացնելու՝ օրենքով սահմանված ժամկետը երկարաձգելու նախաձեռնությամբ, պատշաճ կերպով և իրապես ժամանակ պահանջող գործընթացները կազմակերպելու և իրականացնելու համար:
Այլ խնդիր է, թե արդյոք նրան նշանակել են վարչապետի պաշտոնում երկիրը մինչև խորհրդարանական ընտրությունները յոլա տանելու համար, թե իսկապես գործին լրջություն հաղորդելու նպատակ կա:
