Վարդան Ոսկանյանը ֆեյսբուքյան իր էջում գրում է.

Գաղտնիք չէ, թե ժամանակակից պատերազմներում ռազմականից զատ, որքան կարևոր է լայն իմաստով հակառակորդի ուղեղներում գերակայություն ստանալու հանգամանքը:

Պետք է խոստովանել, որ քառօրյա պատերազմի ընթացքում Բաքվի վարչակարգի կողմից հատկապես տարատեսակ անօդաչու թռչող սարքերի համեմատաբար լայն կամ «Սմերչի» միանգամյա կիրառությունը և դրան հետևած քարոզչական աղմուկը մեզ համար վտանգավոր որոշակի բացասական ազդեցություն էին թողել մի կողմից հայաստանյան հասարակության մի մասի վրա, իսկ մյուս կողմից՝ ոգևորել Բաքվի միլիտարիստներին:

Ուստի, ակնհայտ էր դարձել, որ Հայաստանը կարիք ուներ ոչ միայն սպառազինության ոլորտում վերականգնելու առնվազն հավասարակշռությունը, այլ նաև պատերազմի հոգեբանական և քարոզչական բաղադրիչում կրկին ստանձնելու գրեթե մշտապես ունեցած գերիշխող դիրքերը:

Դատելով ադրբեջանական հասարակության մեջ առկա հուսահատ և մասնակիորեն խուճապային տրամադրություններից և հաշվի առնելով արդի աշխարհում ընթացիկ կամ հնարավոր պատերազմների ակնհայտորեն հիբրիդային բնույթ ունենալու հանգամանքը, սեպտեմբերի 21-ին Հանրապետության հրապարակով խաղաղ երթով անցած հայկական «Իսկանդերը» խոցել է հակառակորդի ոչ թե ֆիզիկական, այլ նախանշված հոգեբանական թիրախները, այսինքն՝ ըստ էության, հաջողությամբ իրականացրել է այս փուլում իր համար ծրագրավորված մարտավարական խնդիրը:
