Ներկայիս գլոբալ զարգացումներով պայմանավորված և Մերձավոր Արևելքում անկայունության խորացմանը զուգընթաց ժամանակի ընթացքում ավելի է կարևորվում Հայաստանի դերը և նշանակությունը տարածաշրջանում: Դրա մասին է վկայում ՌԴ-ի հետ ՀՀ ռազմավարական գործընկերության զարգացման դինամիկան: Աճում է նաև Արևմուտքի և մասնավորապես ԱՄՆ-ի հետաքրքրությունը Հայաստանի հետ համագործակցության խորացման հարցում: Պատահական չէ, որ ԱՄՆ-ի Կոնգրեսում օրերս անդրադարձել են Հայաստանի ռազմավարական նշանակությանը:
Կոնգրեսական Բրադ Շերմանը կոչ է արել ԱՄՆ ֆինանսների նախարարին արագացնել Հայ-ամերիկյան հարկային մեծ պայմանագրի մշակման գործընթացը: Նա պահանջել է ԱՄՆ ֆինանսների նախարարից Հայաստանի հետ հարաբերությունները դիտարկել ոչ թե սոսկ ֆինանսական և տնտեսական այլև՝ աշխարհքաղաքական տեսակետից: Ի պատասխան ֆինանսների նախարարը ասել է, թե ինքը լավ է գիտակցում Հայաստանի կարևոր նշանակությունը ԱՄՆ-ի համար:
Հարկ է նշել, որ Հայ-ամերիկյան հարկային մեծ պայմանագրի կնքումը մեծ հնարավորություններ կբացի հայ-ամերիկյան տնտեսական հարաբերությունների ակտիվացման և ՀՀ տնտեսության մեջ ներդրումներ անելու տեսանկյունից, քանի որ պայմանագրով նախատեսվում է բացառել երկակի հարկումը: Այս շրջանակում է տեղավորվում նաև ՀՀ տնտեսության մեջ արտաքին ներդրումների գրավմանը նվիրված Նյու Յորքում հոկտեմբերի 10-11 կայանալիք ներդրումային ֆորումը:
Պարզ է` ԱՄՆ-ը նպատակ ունի ներդրումներ կատարելու միջոցով հակակշռել ռուսական ազդեցությանը, որին կարող է հետևել նաև ռուսական ներդրողների ակտիվացումը ՀՀ-ում: Նոր ներդրումների ներգրավումը կապված է Հայաստանի կառավարման համակարգում տեղի ունեցող փոփոխությունների և նոր կառավարության ձևավորման գործընթացի հետ, քանի որ հնարորություն է ստեղծվում վստահության նոր մակարդակ ապահովել օտարերկրյա ներդրողների համար:
