Կառավարությունը միջոցառումներ է ձեռնարկելու էներգախնայողության ոլորտն առավել բարելավելու համար: Այս մասին Երևանում կազմակերպված «Էներգաարդյունավետությունը Հայաստանի բազմաբնակարան շենքերում» թեմայով քննարկման ժամանակ նշեց ՀՀ էներգետիկայի նախարարության վերականգնվող էներգետիկայի և էներգախնայողության վարչության պետ Հայկ Բադալյանը` ներկայացնելով էներգախնայողության ոլորտում Հայաստանի քաղաքականությ ունը:
«Դեռևս 2010 թվականին ՀՀ կառավարությունն ընդունել էր «էներգախնայողության գործողությունների ծրագիրը»: Այն բաղկացած է մի քանի փուլից: Առաջին փուլն ավարտվել է, կատարել ենք ոլորտի համընդհանուր խորացված ուսումնասիրություն: Այսօր կարող եմ ասել, որ արդեն կառավարության քննարկմանն է ներկայացվել ծրագրի երկրորդ փուլի նախագիծը: Դա ներառում է սահմանված այն միջոցառումները, որոնք ուղղված են էներգախնայողության ոլորտն առավել բարելավելուն»,-ասաց Հայկ Բադալյանը:
Անդրադառնալով էներգախնայողության ոլորտին վերաբերող օրենսդրական հարցերին` Հայկ Բադալյանը նշեց, որ դեռևս 2004 թվականին Ազգային ժողովն ընդունել էր «էներգախնայողության և վերականգնվող էներգետիկայի մասին» ՀՀ օրենքը: Այդ օրենքի որոշ դրույթներ պարտադիր չէին, կամավորության սկզբունքով էին:
«Ժամանակի ընթացքում հասկացանք, որ օրենքում փոփոխությունների կարիք կա: Արդյունքում ստացանք այն, որ էներգախնայողությանն ուղղված պահանջներն օրենքով պարտադիր դարձան նոր կառուցվող կամ վերակառուցվող շենքերի համար: Այս տարվա մայիսից օրենքն ընդունվեց, և սահմանվեցին պարտադիր պահանջներ: Այսինքն` բոլոր նոր կառուցվող և վերակառուցվող բազմաբնակարան շենքերի նախագծման, կառուցման և շահագործման հանձնման փուլում պետք է իրականացվեն էներգախնայողության միջոցառումներ: Այդ պահանջների իրավակիրարկումն ապահովելու նպատակով պետք է լինի կառավաության համապատասխան որոշում: Հետևաբար՝ անհրաժեշտություն առաջացավ մշակել բազմաբնակարան շենքերի էներգաարդյունավետության պարտադիր պահանջների տեխնիկական կանոնակարգը, ինչն էլ արվել է: Այժմ այն ներկայացվել է կառավարության քննարկմանը»,-հավելեց Հակ Բադալյանը:
