Հերթական արհամարհանքն ԱԺ-ում

Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.
Նախօրեին մեկնարկեց այս գումարման ԱԺ-ի անդրանիկ արտահերթը, որում ներառված են քսաներկու օրենսդրական նախաձեռնություններ:
ԱԺ-ում քննարկվող հարցերից հիշատակման արժանի է «Տեղական տուրքերի և վճարների մասին» ՀՀ օրենքում փոփոխություններ և լրացում կատարելու մասին օրենքի նախագիծը: Օրինագծը նախատեսում է կազմակերպել քաղաքային առևտուրը: Սակայն, որքան էլ հարցն էական լիներ, ԱԺ-ի ընդհանուր համայնապատկերը տիպիկ էր և հավատարիմ հայրենի պառլամենտականների ոգուն ու տառին: Նշված հարցի քննարկումը տևեց երկու նիստ, բայց այդ ողջ ընթացքում պատգամավորների թիվը չանցավ 15-ից:
Ավելի ուշ ԱԺ-ում քննարկման դրվեց «ՀՀ կառավարության կառուցվածքի մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին հարցը, որը պատգամավորների մոտ առաջացրերց հարցերի մի ամբողջ փաթեթ: Ոմանց հետաքրքրում էր, թե կա այս փոփոխությոնների միջազգային փորձ, քանի որ պառլամանետականներից ոմանք դրա տակ ենթատեքստեր էին տեսնում: Հրանտ Բագրատյանը հետաքրքրիր հարցադրում արեց հիմնական զեկուցող նախարար Արփինե Հովհաննիսյանին: «Քաղշինի վերացմամբ ո՞վ է կատարելու նրա քաղաքաշինական գործառույթները»՞-հետաքրքրվեց տնտեսագետը: Այնուհետև հավելեց, որ ավելի տրամաբանական է Սփյուռքի նախարարությունը վերանվանել Սփյուռքի հարցերի նախարարության:
Նմանօրինակ բուռն քննարկմանը հետաքրքրիր բնորոշում տվեց Գագիկ Ջհանգիրյանը, ով, հայտարարեց, որ քննարկվող օրենքն ամրագրված է Սահմանադրությամբ և պետք է ընդունվի միայն կառավարության կողմից: Նա կոչ արեց, որ պառլամենտականները որոշակի պասիվություն ցուցաբերեն: «Եթե կառավարությունը գտնում է, որ այս փոփոխությամբ կարող է ավելի լավ աշխատել, ինչու ենք մենք փորձում Հռոմի պապից ավելի կաթոլիկ գտնվել և խառնվել այդ հարցին»,-եզրափակեց նախկին զինդատախազը:
Հ.գ. Արտահերթի առաջին օրվա աշխատանքերին նայելով փաստում ենք հետևյալը. ողջ օրվա ընթացքում հարցեր էին տալիս և ելույթ ունենում բացառապես 3-4 օրենսդիր. նրանք փորձում էին ձեռքներն, օրակարգի պուլսին պահած, ավարտին հասցնել նիստը:
