ԼՂՀ վարչապետը Մարտունիում ներկայացրել է գյուղատնտեսության զարգացման հայեցակարգի սկզբունքները

Արցախի Հանրապետության վարչապետ Արայիկ Հարությունյանը սեպտեմբերի 26-ին Մարտունիում հրավիրել է խորհրդակցություն՝ շրջանի պատասխանատուների ու համայնքապետների հետ քննարկելու գյուղատնտեսության զարգացման հայեցակարգի մշակման հետ կապված հարցեր: Այս մասին «Արմենպրես»-ին տեղեկացրին ԱՀ կառավարության աշխատակազմի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Վարչապետը սկզբում ներկայացրել է գյուղատնտեսության զարգացման փուլերն Արցախում և նախորդ տարիներին կատարված քայլերը: Նա հիմնական գծերով նշել է հայեցակարգի վերաբերյալ իր մոտեցումները՝ առանձին-առանձին անդրադառնալով հողագործության, այգեգործության, անասնաբուծության և մեղվաբուծության ոլորտներին:

«Այս հայեցակարգը սահմանելու է գյուղատնտեսության առաջիկա տարիների զարգացման սկզբունքներն ու պայմանները, այդ պատճառով ցանկանում ենք լայն հանրային ու փորձագիտական քննարկման միջոցով ապահովել լավագույն մոդելի ընտրությունը և իրագործումը: Այն ընդգրկելու է թե՛ գյուղատնտեսության կազմակերպման, թե՛ պետական աջակցության ցուցաբերման և թե՛ հարակից այլ ուղղություններ»,- ասել է վարչապետը և հավելել, որ այդ ամենի հիմքում դրվելու է հողի գիտելիքահեն մշակությունը: 

Գործադիր իշխանության ղեկավարի խոսքով՝ գյուղատնտեսությամբ պետք է զբաղվեն համապատասխան գիտելիքներ ունեցող անձինք, քանի որ փորձը ցույց է տվել, որ տարիների ընթացքում ոլորտում կրած վնասները հիմնականում ոչ գրագետ մշակության արդյունք են: Այդ նպատակով, ըստ Ա. Հարությունյանի, առաջիկայում գյուղատնտեսության նախարարության կողմից կիրականացվեն մասնագիտական դասընթացներ, որոնց կարող են մասնակցել բոլոր ցանկացողները: Վարչապետը նշել է, որ պետական քաղաքականությունը ևս ավելի խիստ է դառնալու, և աջակցություն է տրամադրվելու այն քաղաքացիներին, ովքեր գ յուղատնտեսությամբ զբաղվելիս պահպանելու են անհրաժեշտ ագրոկանոնները:
Ա. Հարությունյանն ընդգծել է, որ Արցախի տնտեսությունը ևս համաշխարհային տնտեսության ինտեգրացիոն գործընթացի մաս է կազմում, և տեղական ապրանքն արտահանելու համար պետք է բոլոր առումներով մրցունակ լինի: «Գյուղմթերքի արտադրության կազմակերպման համար բարենպաստ պայմանների ստեղծման ճանապարհին կառավարությունը շարունակելու է աջակցել ֆերմերներին: Դրան զուգահեռ, մենք հրաժարվելու ենք ազդել գնագոյացման վրա. աստիճանաբար ազատ շուկայական հարաբերություններն են ձևավորելու հաահատիկի իրական գինը»,- ասել է Ա. Հարությունյանը և կոչ արել համատեղ քննարկել առկա բոլոր հարցերը, որպեսզի նախանշված պայմաններով աշխատելու համար խնդիրներ չլինեն: 

Ներկաներից շատերը ողջունել են վարչապետի ներկայացրած առաջարկները և նշել, որ պատրաստ են մասնակցել հայեցակարգի մշակման աշխատանքներին: Նրանք շեշտել են, որ գործադիր իշխանության ղեկավարի ներկայացրած մեթոդների շահավետությունն արդեն տեսանելի է առանձին տնտեսվարողների մոտ, և, համապատասխան պայմանների տրամադրման դեպքում, իրենք ևս պատրաստ են այդ եղանակներով աշխատել:

Հանդիպումից հետո, վարչապետը, մի շարք տնտեսվարողների ուղեկցությամբ, այցելել է նրանց կողմից արդի միջոցներով մշակվող ծխախոտի դաշտեր ու նռան այգիներ և ծանոթացել կատարվող աշխատանքներին:
