«ԵՊՀ Եվրոպական ուսումնասիրությունների կենտրոնի ղեկավար, իրավաբան Արթուր Ղազինյանն օրերս հայտարարել էր, թե Անկախության 25-ամյակին նվիրված զորահանդեսը շոու էր, իսկ «Իսկանդերն» ու «Սկադը» երբեք չեն կրակի։

Այս կապակցությամբ մենք զրուցեցինք «Ռազմինֆո» մասնագիտական կայքի համակարգող Կարեն Վրթանեսյանի հետ։

–Պնդումը, թե «Սկադ» կամ «Իսկանդեր», կամ թեկուզ «Սմերչ», «Տոչկա» հրթիռային միջոցները հնարավոր չէ կիրառել, միֆ է, իրականում չկա այդպիսի բան, որովհետև դրանք զանգվածային ոչնչացման զենքեր չեն, թեպետ հնարավոր է, օրինակ, միջուկային մարտագլխիկ ունենան։ Հայաստանը նման միջուկային զենք չունի։ 

Մեր զինանոցում եղած հրթիռների տարբերակները սովորական սպառազինություններ են՝ ըստ էության։ Հզոր են, բայց զանգվածային ոչնչացման զենքեր չեն։ Դրանք կիրառվելու են հակառակորդի հրամանատարական կետերը, զորքի խոշոր կուտակումները, հաղորդակցության կարևոր հանգույցները, օրինակ, օդանավակայանները, կամուրջները, զորամասերը խոցելու համար։ Օրինակ, «ԻսկանդԵրը» իդեալական զենք է Նախիջևանի տարածքում եղած Ադրբեջանի ԶՈՒ-ի, «Սմերչ» տիպի համազարկային համակարգերը ոչնչացնելու համար։ 

Այս տիպի հրթիռները շատ կոնկրետ թիրախներ խոցելու համար են։ Օրինակ, Ռուսաստանը ներկայումս կիրառում է նման տիպի հրթիռներ Սիրիայում թիրախներ խոցելու համար։

Ինչ վերաբերում է բնակչության վրա նմանատիպ զենքերից կրակելուն, ապա չենք կարող ասել, թե Ադրբեջանի ղեկավարության մտքով ինչ կանցնի, բայց եթե հակառակորդը որոշի մեր   բնակչության  վրա  նմանատիպ սպառազինություն կիրառել, բնականաբար միանգամից՝ առանց վւսրւսնելու, պատասխան հարվածներ՝ հատուցման հարվածներ են հասցվելու հակառակորդին։ Նա դրա մասին շատ լավ գիտի։ Այսինքն՝ հակառակորդը շատ հուսահատ իրավիճակում պետք է լինի այդ տիպի սպառազինությունն          ընդդեմ բնակչության կիրառելու համար։

-Ինչպե՞ս կմեկնաբանեք այն տեսակետը, որ ՚Իսկանդերի՛ առկայությունը ՀՀ ԶՈՒ-ի սպառազինության մեջ չի կարող սանձազերծել Ադրբեջանի ռազմական նկրտումները։

-Ցանկացած զենք, ամեն տիպի   սպառազինություն   ունի   իր կիրառման հարթությունները։

Կոպիտ ասած, եթե տանը գնդացիր ունեմ չի նշանակում, որ փողոցում ինչ-որ մեկը ինձ բռունցքով չի հարվածի։ Դրանք տարբեր մակարդակի բաներ են։ «Իսկանդեր» կամ այս տիպի հրթիռ ունենալը հակառակորդին հուշում է, որ այս թիրախները մենք խոցելու հնարավորություն ունենք կոնկրետ տարածքում։

 Ըստ այդմ Եթե «Սմերչը» կարող էր մեզ սպառնալ Նախիջևանի տարածքից, մենք հակառակորդին բացատրում ենք «Իսկանդեր» ցուցադրելով, որ այդ «Սմերչի» կայանները ոչնչացվելու են։ Դա չի նշանակում, որ թշնամու դիպուկահարը չի կրակի մեր դիրքապահի վրա։ Դրանք շատ տարբեր մակարդակներ են՝ մեկը մյուսի հետ կապ չունեն։

 Եթե հակառակորդի դիպուկահարը կրակեց, ոչ ոք նրան «Իսկանդերի» հրթիռով չի ոչնչացնելու։ Դրանք խիստ անհամարժեք գործողություններ կլինեն։ Դա նույնը կլինի, Եթե գնդացիրով ընկնենք ճանճի հետևից»,–գրում է թերթը։
