Էդվարդ Նալբանդյանը ելույթ է ունեցել Բերքլիի Կալիֆորնիայի համալսարանում

ՀՀ ԱԳ նախարարի պաշտոնակատար Էդվարդ Նալբանդյանը սեպտեմբերի 27-ին ելույթով հանդես եկավ ամերիկյան հեղինակավոր Բերքլիի Կալիֆորնիայի համալսարանում։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնության հետ կապի վարչությունից:
Իր խոսքում Հայաստանի ԱԳՆ ղեկավարը հանգամանալից ներկայացրեց ապրիլին Արցախի դեմ Ադրբեջանի սանձազերծած ագրեսիան և դրա հետևանքով ստեղծված իրավիճակը։
«Ապրիլին Ադրբեջանը, կոպտորեն խախտելով 1994-1995 թթ. հրադադարի համաձայնագրերը, նախապես ծրագրված լայնածավալ ագրեսիա սանձազերծեց Արցախի դեմ՝ հարձակողական սպառազինությունների՝ օդուժի, ծանր հրետանու, համազարկային համակարգերի, տանկերի օգտագործմամբ։ Այս հարձակումն ուղեկցվեց միջազգային մարդասիրական իրավունքի աղաղակող խախտումներով։ Բաքվի այս արկածախնդրությունը մեծ վնաս հասցրեց բանակցություններին և լրջորեն խաթարեց խաղաղ գործընթացը», - նշեց Էդվարդ Նալբանդյանը։
«Մենք համանախագահների հետ միասին ջանքեր ենք գործադրում Ադրբեջանի կողմից սանձազերծված ագրեսիայի հետևանքները հաղթահարելու ուղղությամբ: Այդ նպատակով հարկավոր է հակամարտության խաղաղ կարգավորման հանդեպ վստահության վերականգնումը, ինչը մենք տեսնում ենք ուժի կիրառումը կանխող և խաղաղ գործընթացի առաջմղմանը նպաստող պայմանների ստեղծման մեջ: Սա էր մայիսին Վիեննայում և հունիսին Սանկտ Պետերբուրգում կայացած գագաթաժողովների գլխավոր նպատակը: Նախևառաջ, հրամայական է այս գագաթաժողովների ընթացքում արձանագրված և ձեռքբերված պայմանավորվածւթյունների իրականացումը. առաջին` 1994-1995 թթ.-ի եռակողմ, անժամկետ հրադադարի համաձայնագրերի լիակատար հարգում և իրականացում, երկրորդ` հրադադարի խախտումների հետաքննության մեխանիզմի ստեղծում, և երրորդ` ԵԱՀԿ գործող նախագահի անձնական ներկայացուցչի գրասենյակի կարողությունների ընդլայնում», - շեշտեց Էդվարդ Նալբանդյանը։
Պատասխանելով ներկաների հարցերին` Հայաստանի ԱԳՆ ղեկավարը անդրադարձավ սիրիական ճգնաժամին, սիրիահայության առջև ծառացած խնդիրների լուծման ուղղությամբ ձեռնարկվող քայլերին, հարևան երկրների հետ Հայաստանի հարաբերություններին, մի շարք տարածաշրջանային խնդիրների վերաբերյալ Հայաստանի մոտեցումներին, ՄԱԿ-ի գլխավոր ասամբլեայի 71-րդ նստաշրջանի աշխատանքներին, Միացյալ Նահանգներ իր այցելության ընթացքում ունեցած հանդիպումներին և դրանց արդյունքներին։
