Սիրիայում և Իրաքում Իսլամական պետության կողմից վերահսկվող երկու կարևոր կենտրոնների՝ ալ-Ռակկայի և Մոսուլի ազատագրման ծրագրեր են ակտիվորեն մշակվում ԱՄՆ կողմից ղեկավարվող կիալիցիոն ուժերի հրամանատարության կողմից:

Եթե Մոսուլի ազատագրման ռազմգործողություններին մասնակցող ուժերի հետ կապված բանակցություններում ամեն ինչ հստակ է, և այստեղ իրենց մասնակցությունն են ունենալու նաև իրաքյան քրդերը, ապա ալ-Ռակկայի օպերացիային Սիրիայի քրդերը, հակառակ կոալիցիոն ուժերի ցանկության, այդքան էլ տրամադրված չեն մասնակցելու:

Քրդերը կոալիցիոն ուժերի առաջ հետևյալ երեք հիմնական պահանջներն են դնում ալ-Ռակկայի ազատագրմանը մասնակցելու համար՝

1. Ընդունել Սիրիայի ֆեդերատիվ համակարգը, որտեղ քրդերը կունենան իրենց ինքնավար տարածքը:

2. Ժնևին հանդես գալ որպես հակամարտության մեջ ներգրավված բանակցող կողմ:

3. Զինել Սիրիայի քրդերին (սիրիական քրդերի ռազմական ջոկատներին՝ YPG):

Անկասկած, ալ-Ռակկայի ռազմգործողություններն արդյունավետ կլինեն, եթե դրանց իրենց մասնակցությունը բերեն նաև քրդերը: 
Մի բան պարզ է՝ քանի դեռ ալ-Ռակկան գտնվում է ԻՊ-ի վերահսկողության տակ և Սիրիայում ԻՊ-ը դեռ վերահսկում է տարածքներ, ապա քրդերը պահանջված կլինեն արտասիրիական որոշ ուժերի համար, իսկ թե որքանո՞վ վերոհիշյալ պահանջներն ընդունելի կլինեն այդ ուժերի համար, ժամանակը ցույց կտա։
