ԱՄՆ-ի կոնգրեսական. Ադրբեջանում հանրաքվեն անօրինական գործընթացի գագաթնակետ է դարձել

Ադրբեջանում սահմանադրական հանրաքվեի արդյունքների հայտարարումից հետո, երբ իշխանությունները հայտնել են, որ 91 տոկոսը հավանություն է տվել արմատական փոփոխություններին` ներառյալ նախագահական ժամկետի երկարաձգումը եւ նախագահի լիազորությունների ավելացումը, ԱՄՆ-ի կոնգրեսականը հետեւյալ հայտարարությամբ է հանդես եկել.
Լիովին ակնհայտ է, որ Ադրբեջանում սահմանադրական փոփոխությունների փաթեթը մշակվել է` նախագահի լիազորությունների սահմանափակումները հանելու նպատակով: Անկախ վերջնական հաշվարկից, այդ հանրաքվեն օրինականությունից զուրկ գործընթացի գագաթնակետ է դարձել: Այդ մասին ասված է Հելսինկյան Հանձնաժողովի ղեկավար, կոնգրեսական Քրիս Սմիթի հայտարարության մեջ, հայտնում contact.az-ը:
«Ադրբեջանի կառավարությունը նման նշանակալի փոփոխությունների է դիմել` ադրբեջանցի ժողովրդին զրկելով իր հիմնարար իրավունքներից, որոնք անհրաժեշտ են ուսումնասիրման փուլում գտնվող հարցերի ազատ քննարկման համար:
Մի քանի շաբաթ շարունակ իշխանությունները ձերբակալում եւ հետապնդում էին քաղաքական ակտիվիստներին եւ լրագրողներին` ճնշելով նրանց ձայները, որոնք հանդես են գալիս նախատեսված փոփոխությունների դեմ:
Ընդամենը մեկ տարի առաջ Ադրբեջանն արգելափակել էր խորհրդարանական ընտրությունների նկատմամբ ԵԱՀԿ-ի մոնիտորինգը, ինչը վկայում է, որ Բաքուն ցանկություն չունի կատարել ԵԱՀԿ-ի շրջանակում իր պարտավորությունները:
Ես առաջվա պես խորապես անհանգստացած եմ, որ այս անօրինական գործընթացն էլ ավելի կարգելակի ադրբեջանցիների ժողովրդավարական ապագան, որը նրանք ցանկանում են եւ որին արժանի են:
Ես դարձյալ Ադրբեջանի կառավարությանը կոչ եմ անում ազատ արձակել խղճի բոլոր բանտարկյալներին եւ հանել նրանց եւ քաղաքացիական հասարակության նրանց գործընկերների դեմ մեղադրանքները եւ արգելքները», - նշված է հայտարարության մեջ:
Հիշեցնենք, որ սեպտեմբերի 8-ին Սմիթը եւ Կոնգրեսի այլ անդամներ բաց նամակ են գրել Ալիեւին Սահմանադրության առաջարկվող փոփոխությունների մասին:
2015 թվականի դեկտեմբերին Սմիթը Կոնգրեսին օրինագիծ է ներկայացրել, որը պատժամիջոցներ է ենթադրում Ադրբեջանի կառավարության բարձրաստիճան պաշտոնյաների դեմ այնքան ժամանակ, քանի դեռ Բաքուն ազատ չի արձակել քաղբանտարկյալներին, չի դադարեցրել քաղաքացիական հասարակության հետապնդումները եւ ազատ ընտրություններ չի անցկացրել:
