Կառավարությունը՝ արդեն նոր կառավարությունը, վերստին ԱԺ է ներկայացրել Հարկային օրենսգրքի նախագիծը, որն առաջին անգամ ԱԺ բերվեց Հովիկ Աբրահամյանի կառավարության ձեռամբ, գարնանային նստաշրջանում, որտեղ արժանացավ սուր քննադատության: Հարկային օրենսգիրքը առաջին հերթին վրդովմունք առաջացրեց բիզնեսի շրջանում: Կառավարությունը հետ տարավ այն փոփոխությունների: Հիմա արդեն նոր կառավարությունն է ներկայացնում օրենգրքի նախագիծը, բայց ըստ էության՝ հին կառավարության օրերում փոփոխության ենթարկված:

Առաջին իսկ ժամերը վկայում են, որ նոր օրենսգիրքն էլ չի արժանանալու դրական գնահատականի՝ չնայած փոփոխություններին: Այս առումով առավել քան զարմանալի է, որ նոր կառավարությունը դեռևս անգամ ամբողջապես չձևավորված, վիճահարույց օրենսգիրքը բերեց խորհրդարանական քննարկման: Իսկ խնդիրն այստեղ առնչվում է չափազանց կարևոր մի փաստաթղթի, որն ըստ էության լինելու է Հայաստանի տնտեսության անկյունաքարերից մեկը, յուրօրինակ բիզնես սահմանադրություն:

Եվ այս առումով խիստ տրամաբանական կլիներ, եթե նոր կառավարությունը դադար տար, փորձեր հասկանալ ընդհանուր տրամադրությունները, համադրեր օրենսգրքի նախագիծը նաև իր ծրագրային մոտեցումների հետ, և միայն առնվազն կառավարության ծրագրի ներկայացումից հետո ձեռնամուխ լիներ այս փաստաթղթին: Սակայն, մյուս կողմից, հենց նոր կառավարության և ընդհանրապես ներիշխանական վերադասավորումների հանգամանքն էլ դեր է խաղացել այն հարցում, որ նոր կառավարությունը հանդես է եկել նման նախաձեռնությամբ և չի փորձել դադար առնել այս կարևոր փաստաթղթի հարցում և նախ հասկանալ ընդհանուր տրամադրություններն ու սպասումները:

Բանն այն է, որ Հայաստանի իշխանությունն ու տնտեսությունը սերտաճած են գրեթե 100 տոկոսով: Այս պայմաններում, տնտեսական հարցերը ստանում են էական քաղաքական նշանակություն, և ըստ այդմ Հարկային օրենսգիրքը վերածվում է նախ և առաջ քաղաքական, իսկ ավելի շուտ՝ ներիշխանական գործիքի:

Ահա այս համատեքստում, զարմանալի չէ, որ նոր կառավարությունը, նոր վարչապետը, ներիշխանական վերադասավորումների այս փուլում, ձեռքը անմիջապես տանում է այդ գործիքին՝ ըստ էության դա դիտարկելով միջոց՝ իշխող համակարգին իր հետ հաշվի նստել ստիպելու համար: Եվ այդ իմաստով, Հարկային օրենսգրքի ներկայիս քննարկումների բուն նպատակը, անկասկած, ներիշխանական վերադասավորումներն են և նոր կառավարության դիրքերի ամրապնդումը՝ նկատի ունենալով Հայաստանում տնտեսության կառուցվածքը, որն ըստ էության իշխանական կառուցվածքի գրեթե հայելային արտացոլումն է:

Այս իմաստով, Հայաստանում տեղի է ունենում իշխանության «արտաքինի» փոփոխություն, ինչը նշանակում է, որ պետք է փոխվի նաև հայելային արտացոլումը, այլապես ներիշխանական իրականությունը կնմանվի ծուռ հայելիների «թագավորության»՝ դրանից բխող հետևանքներով: Միով բանիվ, Հայաստանի համար կարևորագույն փաստաթուղթը շարունակում է մնալ առավելապես ներիշխանական կոնյունկտուրայի տիրույթում, հանրային տնտեսական շահը ստորադասվում է այդ հարթության վրա ծավալվող զարգացումներին:

Մյուս կողմից, այլ կերպ լինել երևի թե չէր էլ կարող, քանի որ չի կարող հանրային հաշվետվության չենթարկվող իշխանական համակարգը ներկայացնել հանրային շահ արտացոլող գործընթացներ, եթե անգամ դրանցում տեղ գտնեն ամենագեղեցիկ փաստաթղթերը:
