Համայնքները քաղաքացիական հասարակության ձևավորման հիմնաքարերից մեկն են և ժողովրդավարության կայացման հիմքերը երկրում: Ամեն մի համայնք, որպես մի ընտանիք, առկա խնդիրները միասնական ուժերով լուծելու, հարգանքի ու հանդուրժողականության օրինակ դառնալով` հզորացնում է պետությունը:

Ծրագիրը նպատակ ունի ՀՀ տնտեսական ենթատարածքների սոցիալ-տնտեսական անհամաչափության պատճառների, տնտեսական զարգացան անհամամասնությունները մեղմելու կամ չեզոքացնելու հնարավոր ուղիների սահմանումը:

Յուրաքանչյուր համայնքի օբյեկտիվ բնութագրիչները, ինչպես նաև դրանց տնտեսական զարգացման ընթացքը պայմանավորում են դրանց ֆինանսական հնարավորությունների խիստ տարբերություններ: Վերջիններն իրենց արտահայտությունն են գտնում համայնքային սոցիալական ու տնտեսական ենթակառուցվածքների ձևավորման ու պահպանման, համայնքային ծառայությունների մատուցման հնարավորությունների անհամաչափության մեջ: Փոքր համայնքները, որպես կանոն, ունեն փոքր բյուջեներ, որոնց եկամուտները հնարավորություն չեն տալիս լուծելու ոչ միայն համայնքի զարգացման խնդիրները, այլև նույնիսկ բավարարելու բնակչության կենսական սոցիալական կարիքները: Արդյունքում՝ առաջանում են համայնքային մակարդակում մարդկային զարգացման ու աղքատության մակարդակների էական տարբերություններ:

Տարածքային սոցիալ-տնտեսական զարգացման անհամաչափությունների հետագա 
խորացումը խոչընդոտում է երկրի ներքին սոցիալական ու տնտեսական կայունությանը և նույնիսկ անվտանգությանը՝ նպաստելով տնտեսապես թույլ զարգացած տարածքներից բնակչության անցանկալի արտագաղթին:

 

Զարգացման քաղաքականությունը պետք է ներառի մի շարք հիմնարար միջոցառումներ, որոնք կխրախուսեն տարածքներում տնտեսական ու ներդրումային
ակտիվության աճը: Դրանց մեջ էական դեր կխաղա ինչպես պետական, այնպես էլ,
հատկապես մասնավոր ներդրումների վերաուղղումը Երևանից դեպի ՀՀ տարածքներ` այլ քաղաքներ և գյուղական բնակավայրեր՝ նպատակ ունենալով խրախուսել ու նպաստել տարածքային «աճի բևեռների» ձևավորմանը: Տնտեսական աճի խրախուսումը ՀՀ տարածքներում կնպաստի կենսամակարդակի, զբաղվածության ու մարդկային զարգացման տարածքային անհամաչափությունների մեղմմանը: Այսպիսով` քաղաքականությունը պետք է ուղղված լինի ՀՀ տարածքների համալիր զարգացմանը:
