«Իրատես». «Մկների» ու «աղվեսների» ձեռքը բռնելու ժամանակը. ո՞վ կհրաժարվի նման «յուղոտ պատառից»

«Իրատես» թերթը գրում է. «Աբսուրդ է, բայց Հայաստանում արդարադատության համակարգն ամենից շատ արդարության խնդիր ունի։ Այստեղ արմատական, կտրուկ լուծումներ են հարկավոր։ Առանձին քննարկման թեմա է վաղաժամկետ ազատման դրույթի կիրառումը, որի մասին տարիներ շարունակ խոսում են ցմահ ազատազրկվածները։
Այս խնդրի առնչությամբ պետությունը մշտապես որդեգրել է, կոպիտ ասած, «ցրողական» գործելաոճ՝ անընդհատ լարված վիճակում պահելով այդ հոդվածի կիրառմանը սպասող դատապարտյալներին ու նրանց հարազատներին։ Նրանցից շատերի քսան տարին արդեն լրացել է, սակայն ցանկալի ազատությունն այդպես էլ իրական չի դառնում։ Վերջերս հրապարակ նետված այն տեղեկությունը, որ հնարավոր է համաներում հայտարարվի, բավականին մեծ ոգեւորություն էր առաջացրել ցմահ ազատազրկվածների շրջանում, սակայն այդպես էլ պաշտոնապես չհստակեցվեց՝ ի վերջո, լինելո՞ւ է դա, թե՞ ոչ։
Իսկ մինչ այդ մի ուշագրավ հանգամանք. պետությունը յուրաքանչյուր դատապարտյալի օրապահիկի համար ամսական հատկացնում է 120 հազար դրամ, այնինչ բոլոր ազատազրկվածները միաբերան պնդում են, թե հազիվ 30 հազարն է ծախսվում իրենց սննդի վրա, քանի որ ամեն օր էժանագին մակարոն ու ցորեն են ուտում։ Իսկ ո՞ւր են գնում այդ գումարները՝ հարցրինք։ Դատապարտյալները միամիտ համարեցին հարցը եւ նշեցին. «Ձեզ ի՞նչ է թվում, ինչո՞ւ չեն կիրառում վաղաժամկետ ազատումը, որովհետեւ յուրաքանչյուր բանտարկյալ իրենց համար փողի տոպրակ է։ Բյուջեից նրանց «գլխաքանակով» գումարներ են դուրս գրվում, ու կեսից ավելին մտնում է «արդարադատության» վերադասների գրպանը։ Ո՞վ կհրաժարվի նման յուղոտ պատառից, հետո՞ ինչ, որ օրենքը չի պահպանվում, ու մարդկանց ճակատագրեր են խեղվում»։
Ստացվում է, որ յուրաքանչյուր դատապարտյալի օրապահիկի համար բյուջեից ավելի շատ գումար է դուրս գրվում, քան, ասենք, ուսուցչի աշխատավարձը վճարելու համար։ Խղճուկ թոշակների ու նպաստների հետ համեմատությունն էլ լրիվ ավելորդ է։ Հարց է առաջանում՝ ինչո՞ւ չի կիրառվում օրենքը, որ եւ՛ ցմահ ազատազրկվածներն ազատություն ստանան, եւ՛ բավականին կլորիկ գումար տնտեսվի՝ ուղղվելով տնտեսության այլ ոլորտների զարգացմանը։ Հայտնի ֆիլմի հրաշալի խոսքերը, թերեւս, լավագույնս են բնութագրում իրավիճակը. «Մեր պետությունը բժշկին քիչ է վճարում, հովվին քիչ է վճարում, բոլորին քիչ է վճարում, որ խնայված միջոցներով էս երկիրը երկիր դարձնի, իսկ դու գողանում ես այդ խնայված միջոցները սերմացու գողացող մկան պես, թուխս գողացող աղվեսի պես»։
Կարիք կա՞ ասելու, որ «մկների» ու «աղվեսների» ձեռքը բռնելու եւ երկիրը երկիր դարձնելու ժամանակն է։ Վաղո՛ւց»:
