Սպառազինության մրցավազք, Իսկանդեր, պատերազմական տրամադրություններ ու անընդհատ պատերազմների վախ ունեցող պետությունները չեն կարող արագ ու անկաշկանդ զարգանալ:
Նորություն չի լինի, եթե ասեմ, որ Հայաստանն այդպիսի պետությունների շարքին է պատկանում: Հայաստանում ուրախանում ենք, որ Ադրբեջանում ռազմական բյուջեն այս կամ այն չափով կրճատվել է, իրենք տխրում են, որ մենք Իսկանդեր ունենք, ու այդպես շարունակ: Ահա այն ամենը, ինչ աշխարհը գիտի մեր մասին:
Պետք չէ խոսել մեծ քայլերով առաջ գնալու մասին: Կախարդական փայտիկն էլ, արդեն մի քանի անգամ նշել են՝ չկա: Մեր կախարդական փայտիկը աշխարհին այլ պրիզմայից նայելու մեր կամքի դրսևորումը կարող է լինել: Նախ՝ պետք է ևս մեկ անգամ հստակեցնենք, որ աշխարհում բարեկամներ ու հավերժ թշնամիներ չկան: Միջազգային քաղաքականությունը, սեփական պետության և երբեմն անհատների շահերի բախման թատերաբեմն է:
Ժամանակն է, որ մեր վրա պատասխանատվություն վերցնենք այս կամ այն միջազգային հարցի քննարկման ժամանակ: Բարդ է, բայց սկսենք փոքրից, եթե զարգացում, ապա միայն այդպես, հակառակ դեպքում հաջորդ զարգացման փուլը կլինի այն պահին, երբ մենք ձեռք կբերենք ինչ-որ նոր զինտեխնիկա ու վերջ...
