Սահմանադրական բարեփոխումների նախագծում տնտեսական դրույթները ոչ այլ ինչ են, եթե ոչ նոնսենս։ Այս մասին սեպտեմբերի 4-ին կայացած խորհրդարանական լսումների ժամանակ հայտարարեց ՀԱԿ պատգամավոր, նախկին վարչապետ Հրանտ Բագրատյանը։
10-րդ հոդվածում Հայաստանի տնտեսական կառուցվածքը սահմանվում է որպես սոցիալական-շուկայական տնտեսության կառուցվածք։ Դա ըստ էության օկսիմորոն է։ «Լամ մեկն է լինում, կամ մյուսը։ Եթե կառուցվածքը սոցիալական է, ուրեմն բարձրացրե՛ք հարկերը մինչեւ ՀՆԱ-ի 40 տոկոսը եւ լուծե՛ք սոցիալական խնդիրները։ Իսկ եթե շուկայական է, ապա այդ հարցերը լուծում է ձեռներեցական ակտիվությունը։ Իսկ դուք ի՞նչ է, հասկացնել եք տալիս, որ սոցիալական խնդիրները պետության փոխարեն պետք է լուծի բիզնե՞սը»,- հայտարարեց Բագրատյանը։
116-րդ հոդվածում նշվում է, որ Հայաստանի խորհրդարանը ի թիվս այլոց, վավերացնում է վարկային համաձայնությունները, որոնք էականորեն մեծացնում են պետության պարտավորությունները։ «Որո՞նք են էական, իսկ որո՞նք՝ ոչ։ Նշանակում է, որ կարող են լինել Կառավարության վարկային համաձայնագրեր, որոնք չե՞ն համաձայնեցվելու խորհրդարանի հետ»,- հայտարարեց Բագրատյանը։
Կենտրոնական բանկի մասին 199-րդ հոդվածում նշվում է, որ նրա գլխավոր խնդիրը գների կայունությունն է, իսկ հետո արդեն գումարային վարկային քաղաքականությունը։ «Ահա թե ինչու մենք չենք կարող գրանցել այն տնտեսական աճը, որը նկարագրում է Կառավարությունը, եթե նպատակը մնում է գինը»,- հավելեց նա։
Վերջապես տեղական ինքնակառավարման մասին 9-րդ հոդվածում չի նշվում համայնքների ինքնաֆինանսավորման հարցը։ Ինչպես երեւում է, իշխանությունը չի համարձակվում մտցնել այդ դրույթը՝ խոստովանելով, որ անցյալ տարիներին համայնքները չեն կարողացել իրենք իրենց ֆինանսավորել, հավելեց նախկին վարչապետը։
«Եթե մի փորք էր խորանանք, ապա համայնքների բյուջեն պետք է զրոյական լինի, իսկ դեֆիցիտը պետք է տեղափոխել կենտրոնական բյուջե։ Հետո տեղերում թողնենք այնտեղ կուտակվող շահութահարկը եւ եկամտահարկը։ Դա ոչ ոք չի անում, այդ պատճառով էլ մենք ունենք այն, ինչ ունենք»,- եզրափակեց Բագրատյանը։
