«ՀԺ». Ինչպե՞ս կհարաբերվեն գեներալ Մոսին ու Վիգեն Սարգսյանը. սուբորդինացիա չի լինելու

«Հայկական ժամանակ» թերթը գրում է. «Վիգեն Սարգսյանը բանակին շրջապատող խնդիրներով է միայն զբաղվելու։ Նախկին ընկալմամբ պաշտպանության նախարարի գործառույթների մնացած մասը Մովսես Հակոբյանն է իրականացնելու։ Վերջինս նախարարին հավասարազոր ստատուս է ստանում, ինչը ենթադրում է, որ սուբորդիանցիոն հարաբերություններ Վիգեն Սարգսյանի եւ Մովսես Հակոբյանի միջեւ չեն լինելու։

Պաշտպանության նախարարի եւ Գլխավոր շտաբի պետի սուբորդինացիան թերեւս ամենամեծ խնդիրն է, որ հետապնդել է Սեյրան Օհանյանին իր պաշտոնավարման տարիներին։ Նա այդպես էլ չկարողացավ լուծել այդ խնդիրը։ ԳՇ նախկին պետ Յուրի Խաչատուրովը գործում էր «պետություն պետության ներսում» տրամաբանությամբ, չենթարկվելով իր անմիջական ղեկավարին՝ նախարարին։

Ընդհանրապես Խաչատուրովը համարվում է մարդ, որը երկար տարիներ կանգնած էր բանակի կոկորդին։ Վերոնշյալ դասավորվածությամբ միաժամանակ մի քանի խնդիր է լուծվել՝

1. նախարարի եւ շտաբի պետի հարաբերությունների խնդիրը (Խաչատուրովն այնպիսի ժառանգության է թողել համակարգում, որ ով էլ նշանակվեր ԳՇ պետ, կամ միանգամից, կամ ժամանակի ընթացքում վերածվելու էր նոր Խաչատուրովի),

2. Յուրի Խաչատուրովի «արժանապատիվ» հեռացումը բանակից։ ԱԱԽ քարտուղարի պաշտոնը երկար ժամանակ թափուր էր եւ կարող էր այդպես էլ մնալ, ու ոչ ոք չէր նկատում այդ բացը։ Բայց այդ պաշտոնը փաստորեն ի վերջո ծառայեց իր բուն նպատակին՝ ազգային անվտանգությանն առնչվող կարեւոր հարց լուծեց։ Ապրիլյան պատերազմի օրերին ապացուցվեց, որ բանակում տիրող կոռուպցիայի մասին հայտարարությունները առավել քան հիմնավոր են։

Դժբախտաբար, այդ ապացույցի դիմաց ՀՀ-ն շատ մեծ գին վճարեց։ Եվ հիմա Սերժ Սարգսյանի գործողությունների տրամաբանությամբ Վիգեն Սարգսյանը, որպես ազնիվ պաշտոնյա, պետք է ՊՆ խողովակները մաքրի այնպես, որ բանակին հատկացվող վերջին լուման հասնի բանակին։ Որքանով կստացվի՝ ժամանակը ցույց կտա»:
