«Ժամանակ». Որակապես աճող սուտը. 2 տարի ստելուց հետո ինչո՞ւ պետք է հավատալ նոր կառավարությանը

«Ժամանակ» թերթը գրում է. «Ֆինանսների նորանշանակ նախարար Վարդան Արամյանը երեկ հայտարարել է, որ անցնող երկու տարիներին Հայաստանի տնտեսությունը շոկ է ապրել, գալիք տարին պետք է լինի կայունացման տարի, որպեսզի 2018 թվականից արդեն հնարավոր լինի մտածել զարգացում ապահովելու մասին: Երկու տարի շարունակ Հայաստանի հասարակությանը հավաստիացնում էին հակառակը, որ Հայաստանի տնտեսությունն աճ է արձանագրում, եւ նույնիսկ ոչ միայն աճ, այլեւ որակապես նոր աճ: Այժմ պարզվում է, որ որակապես աճել է սուտը, որ հասարակությանը երկու տարի անընդհատ մատուցել է Հովիկ Աբրահամյանի կառավարությունը: Հասարակությանը ստել են, թե տնտեսությունն աճում է, այն էլ որակապես նոր ձեւով է աճում:

Պարզվում է, տնտեսությունը շոկի մեջ է, որի մասին բարձրաձայնվում է այժմ: Սակայն մյուս կողմից իհարկե հարց է առաջանում՝ իսկ ինչո՞ւ պետք է հասարակությունը հավատա ներկայիս՝ նոր կառավարության հայտարարություններին: Չէ՞ որ հասարակությունը կարող է կարծել, որ նախորդ կառավարությունից մնացած վիճակը ծայրահեղացնելով, նոր կառավարությունն ընդամենը ինքնապահովագրվում է, ինքն իր համար ստեղծում է մի ամբողջ տարի ժամանակային ինտերվալ, երբ հասարակության հարցադրումներին ի պատասխան կհնչի, որ վիճակը այնքան ծանր էր, որ հազիվ կարողանում ենք կայունացնել՝ զարգացում դեռ մի սպասեք:

Այնպես որ, ակնհայտ է, որ նոր կառավարությանը խիստ ձեռնտու է իրավիճակը ներկայացնել ծայրահեղ ծանր, չափազանց բարդ, շոկային, եւ այդպիսով ապահովագրվել հասարակության հարցապնդումներից: Այստեղ հասարակության հարցին պատասխանը կարող են լինել ոչ թե հայտարարությունները կամ երդումները, որ վիճակը իսկապես խիստ ծանր է, այլ պատասխանատվությունը: Եթե տնտեսությունը եղել է շոկի մեջ, եթե արտաքին պարտքը դրա հետեւանքով աճել է մոտ մեկ միլիարդ դոլարով մեկ տարվա ընթացքում, եթե մարդիկ, որոնք նախկին կառավարությունում լուրջ դեմքի արտահայտությամբ ստել են քաղաքացիներին տնտեսության որակապես նոր աճի վերաբերյալ, ապա նրանք բոլորը պետք է պատասխան տան:

Եթե խոսքը իրավական պատասխանատվություն ենթադրող քայլերի մասին է կամ պարզ ասած պրիմիտիվ գողությունների, ապա նրանք պետք է պատասխան տան իրավական հարթության վրա, իսկ եթե խոսքը քրեաիրավական հոդվածներ չենթադրող գործողությունների մասին է, ապա պետք է պատասխան տան քաղաքական, բարոյական հարթության վրա՝ հասարակության աչքերին նայելու եւ ստելու համար, նաեւ տնտեսությունը եւ փաստորեն պետությունը շոկի ենթարկելու համար»:
