«Ըստ մեր տեղեկությունների, նոր կառավարության ծրագրի մշակումը ստանձնել է ՀՀ էկոնոմիկայի նախկին նախարար Վահրամ Ավանեսյանը։ Սա կլինի Ավանեսյանի հերթական՝ տասնյակ ծրագրերից մեկը, որը նա մշակում է կառավարության համար։Նախկին կառավարություններից և ոչ մեկը չի կարողացել խուսափել Վահրամ Ավանեսյանին դիմելու անհրաժեշտությունից։ Կարելի Է ասել, որ նա խորը մասնագիտացած Է կառավարության համար ծրագրեր մշակելու գործում։ Որքան էլ Վահրամ Ավանեսյանը առանձնանա իր ազատական հայացքներով ու տնտեսագիտական խորը ու ժամանակակից գիտելիքներով, նրան կարելի է համարել «երազող»։ Նրա մշակած և ոչ մի ծրագիր մինչ օրս, մեծ հաշվով, չի իրականացել։ Իսկ դրա հիմնական պատճառն այն է, որ նա իր ծրագրերը կազմում Է առանց քաղաքական «բաղադրիչները» հաշվի առնելու։ Ավանեսյանի մշակած ծրագրերի տրամաբանության մեջ իշխանությունը պետք է հաղթահարի կոռուպցիան. ստեղծի մրցակցային դաշտ...։ Իսկ դա ոչ մի կերպ տեղի չի ունենամ, ու այդ ծրագրերը հաջողությամբ տապալվում են մեկը մյուսի ետևից։ Շատ հետաքրքիր կլինի տեսնել, թե ինչ ծրագիր է նա մշակելու այս անգամ և ինչպես է այն իրականացվելու»,–գրում է թերթը։
