Բաց և թափանցիկ ընտրական գործընթացը միայն քաղաքական ուժերով չէ, որ պայմանավորված է։ Իհարկե մեծմաասամբ այս կամ այն քաղաքական ուժերն են այս ողջ տարիներկ ընթացքում սխլա, անօրինակ ուղղուրդումներ տվել ընտրողներին, բայց ուղղուրդվելու կամ չուղղորդվելու ընտրությունը վերջին հաշվով եղել է նրանցը։
Վերջին ՏԻՄ ընտրությունները ցույց տվեցին, որ մեր հասարակության մեջ կան բավականաչափ քաղաքացիական գիտակցություն ունեցող թե դիտորդներ, և թե ընտրողներ, որպեսզի զգալիորեն կանխեն գոնե ընտրատեղամասի պատերց ներս իրականացվող ընտրախախտումների մեծ մասը՝ լցումները, այլոց փոխարեն քվեարկելը և այլն։ Սակայն վերջին տնտրությունները ցույց տվեցին նաև, որ այլև ՀՀԿ-ականները այդ լցոնումներու և գերուռճացված ընտրացուցակներ կազմելոու վրա հույս չեն կարող դնել, մնում է միակ, հին ու «բարի» ընտրակաշառք բաժանբելու ճանապարհը, որտեղ հավասարաչափ մեղավոր են և այդ կաշառքը տվող քաղաքական ուժը, և թե այն վերցնող ընտրողը։
Ահա հենց սրա մասին էի խոսում վերևում։ Հիմա արդենմ ընտրական գործընթացի արդար ելքը մեծմասամբ ժողովրդի վրա է, և եթե նրանց մեջ կան մարդիկ, որոնք իրենց 10 000-20 000 դրամ ընտարակաշառք վերցնելը կարող են արդարացենլ ամենատարբեր ձևերով՝ օրինակ կարիքավոր լինելով, հացի փող չունենանլով և այլն, ապա ընտրկաշառքով ընտրված քաղաքական ուժը կարող է իր բոլոր հանցավորություննեը, անօրիանակությունները արդարացնելու նույն հաջողությամբ։
