Նոր կառավարությունը լրջագույն դեր է ստանձնում դառնալու փոփոխությունների լոկոմոտիվը. ՀՀ Նախագահ

Կառավարության թիվ մեկ խնդիրը կառավարման արդյունավետության բարձրացումն է և աշխարհում, տարածաշրջանում ու Հայաստանում մարտահրավերների պակաս չկա: Այդ մասին ՀՀ կառավարության նիստում հայտարարեց ՀՀ Նախագահ Սերժ Սարգսյանը, ով ժամանել էր կառավարություն: Նախագահը շնորհավորեց կառավարության բոլոր անդամներին՝  պետական բարձր պաշտոններում ծառայության անցնելու կապակցությամբ և մաղթեց հաջողություն:

Նախագահը գործադիրի անդամներին հիշեցրեց այն պատասխանատվության մասին, նրանք ստանձնել են: «Ակնհայտ է, որ կառավարության թիվ մեկ խնդիրը կառավարման արդյունավետության բարձրացումն է, և աշխարհում, տարածաշրջանում ու Հայաստանում մարտահրավերների պակաս չկա: Ակնհայտ է, որ ավելի հեշտ է զարգանալ, հասնել բարձր տնտեսական արդյունքների, երբ շուրջդ խաղաղ է, երբ գործընկեր երկրներն ունենում են տնտեսական աճ և շատ ավելի բարդ է, երբ կան արտաքին բացասական ազդակներ, բայց դու պարտավոր ես անել առավելագույնը և ունենալ զարգացում: Մեզ, իհարկե, անհրաժեշտ է շարունակել լինել մրցունակ և հետևողականորեն բարձրացնել մեր տնտեսության արդյունավետությունը»,-«Արմենպրես»-ին փոխանցմամբ՝ ասաց Նախագահը:

Սերժ Սարգսյանի խոսքով՝  աշխարհի փորձն է ասում, որ հնարավոր է և պետք է ավելի լավ, ավելի ռացիոնալ կառավարել համեստ միջոցները ու հասնել անհամեմատ ավելի լավ արդյունքների: Նախագահի կարծիքով՝ մեր հասարակությունն էլ նույն ակնկալիքներն ունի: «Մեր տնտեսության և հասարակության ներուժն ավելի կազմակերպված և նպատակային աշխատանքի մեջ է: Սահմանադրական բարեփոխումներով մենք սկսել ենք համակարգային փոփոխությունները և այս տեսանկյունից ներկա կառավարությունը լրջագույն դեր է ստանձնում՝ այն է` դառնալ այս փոփոխությունների լոկոմոտիվը, շարժիչ ուժն ու իրականացնողը: Կառավարման կիսանախագահական համակարգից անցումը խորհրդարանական կառավարման՝ փոխում է ոչ միայն կառավարման մոդելը, այլ առաջին հերթին հավաքական մտածողության և հավաքական վերաբերմունքի փոփոխության հարց է լուծում: Միգուցե մարդիկ ամբողջովին չեն պատկերացնում, թե ինչ մասշտաբներով է փոխելու մեր իրականությունը բարեփոխումների և նոր կառավարման մոդելի անցման հանգամանքը: Ձեզ վիճակված է դառնալ այս անցումային ժամանակաշրջանի առաջնորդը, և ես հավատում եմ ձեր ուժերին, հավատում եմ, որ ՀՀ այս կառավարությունը կարող է անել այն, ինչ չի hաջողվել նախկին բոլոր կառավարություններին»,- ասաց Նախագահը՝ ավելացնելով, որ այս աշխատանքում կառավարության անդամները մենակ չեն լինելու: Սերժ Սարգսյանը խոստացավ, որ ներդաշնակորեն գործելու են երկրի բոլոր պետական օղակները, նրանց աջակցելու են, ոգևորելու, սատարելու, քայլելու են նույն ուղղությամբ, բայց շարժիչ ուժը պետք է լինի կառավարությունը, շինարարը պետք է լինի կառավարությունը:
