Հայաստանում պետական կառավարման համակարգն ապրում է ոչ թե արևմտյան, այլ արևելյան մոդելով
Կառավարման՝ արևմտյան և արևելյան համակարգերը տարբերվում են նրանով, որ առաջինի դեպքում չափից ավելի մեծ ուշադրություն է դարձվում ղեկավարմանը և կանոններին, իսկ երկրորդի դեպքում՝ ղեկավարի անձին:
Ակնհայտ է, որ Հայաստանում պետական կառավարման համակարգում ավելի մեծ ուշադրություն է դարձվում նախևառաջ ղեկավարող անձանց: Իհարկե, հասկանալի է, որ հաշվի է առնվում նաև նրանց՝ որպես ղեկավար աշխատելու փորձը կամ դրա բացակայությունը: Բայց բուն ղեկավարման գործընթացն ու կանոններն իրականում երկրորդական նշանակություն ունեն մեր երկրում՝ ղեկավարի անձի նկատմամբ:
Հիմա, երբ փորձում ես համատեղել արևմյան և արևելյան մոդելները, քանի որ դրանց միաժամանակյա գոյության փաստն ակնհայտ է, ստացվում է, որ ղեկավարները պետք է հետևեն վարչարարությանը՝ միաժամանակ ունենալով այդ վարչարարությանը անձնապես՝ անձի իրավունքով, միջամտելու անսահմանափակ հնարավորություններ: Այլ կերպ ասած, կոռուպցիոն ռիսկը, այս դեպքում՝ պաշտոնական լիազորությունների չարաշահման տեսքով, ուղղակի անխզելի է կառավարման համակարգից, և ոչ թե այն պատճառով, որ «երկրում օրենք չի գործում» կամ «սխալ մարդիկ սխալ պաշտոններ են զբաղեցնում», այլ այն պատճառով, որ մեր մոտ միախառնված են կառավարման մոդելները, և կառավարումն իրականանում է «անձի իրավունքի» օրենքով, ոչ թե «օրենքի տառին» հետևելով:
Այս իրավիճակը լուծվում է անհատական մակարդակում, համակարգային լուծում Հայաստանի դեպքում, վախենամ, պարզապես չկա, որովհետև օրենք աշխատացնողը սովորական ժամանակակից հայ մարդիկ են:
