Նոր օրենքով Հաշվեքննիչ պալատի առջև որևէ փակ դուռ չպետք է լինի

Հոկտեմբերի 11-ին տեղի է ունեցել ՀՀ վերահսկիչ պալատի խորհրդի նիստ՝ ՎՊ նախագահ Իշխան Զաքարյանի գլխավորությամբ: Նիստի օրակարգում ընդգրկված են եղել երկու հիմնական հարցեր՝ Վերահսկիչ պալատի 2017 թվականի տարեկան ծրագրի նախնական քննարկում և «Հաշվեքննիչ պալատի մասին» ՀՀ օրենքի նախագծի վերլուծություն:
Նիստի մասնակիցները քննարկել են Վերահսկիչ պալատի տարեկան ծրագրում ընդգրկվելիք վերահսկողության թեմաների առնչությամբ ներկայացված կարծիքները, դրանց հիմնավորումները: Քննարկման արդյունքում որոշում է ընդունվել որոշակի փոփոխությունների ենթարկել տարեկան ծրագրում ընդգրկված վերահսկողության թեմաների ձևակերպումները:
«Հաշվեքննիչ պալատի մասին» ՀՀ օրենքի նախագիծը քննարկելիս պարոն Զաքարյանը տեղեկացրել է նիստի մասնակիցներին, որ ՎՊ-ն դիմել է ՀՀ նախագահին առընթեր սահմանադրական բարեփոխումների իրավական ապահովման աջակցող մասնագիտական խորհրդակցական խորհրդին' նոր օրենքի հետ կապված որոշ դրույթների ճշգրտման նպատակով, որի առնչությամբ ստացվել է համապատասխան արձանագրություն: Փաստաթղթի մեջ ներկայացված եզրակացությունները պարոն Զաքարյանը ձևակերպել է հետևյալ կերպ' «Նոր օրենքով Հաշվեքննիչ պալատի առջև՝ իր գործառույթներն արդյունավետ և լիարժեք իրականացնելու համար, որևէ փակ դուռ չպետք է լինի»:
Պարոն Զաքարյանը շեշտել է, որ նոր սահմանադրությամբ ենթադրվում է պետական բյուջեի ամբողջական աուդիտ: ՎՊ նախագահի խոսքերով' սա նշանակում է, որ անհրաժեշտ է միջազգային փորձը համադրել հայաստանյան իրականության հետ և դրա համատեքստում կատարել փոփոխություններ թե´ տեսական, թե´ գործնական դաշտում: Նման մեծածավալ աշխատանքի հաջողությունը կախված է առաջին հերթին ՀՀ կառավարության կողմից համագործակցության և անհրաժեշտ բոլոր հնարավորությունների ապահովումից, այլապես օրենքի տվյալ դրույթը չի կատարվի: Այս համատեքստում պարոն Զաքարյանը կարևորել է նաև Վերահսկիչ պալատի աշխատակիցների որակավորման և մասնագիտական գիտելիքների շարունակական բարելավման անհրաժեշտությունը:
