 Քաղաքագետ Ալեքսանդր Մանասյանը կարծում է, որ ոչ թե կադրային, այլ համակարգային փոփոխություններով հնարավոր կլինի հասնել երկրում առկա մի շարք խնդիրների լուծմանը: «Մեծ հաշվով, իհարկե, թիմի փոփոխությունը շատ բան կարող է նշանակել: Կարող է, օրինակ, տնտեսական կամ ներքին քաղաքական ոլորտում ինչ-որ լավ ընթա ցք գրանցվի, սակայն, միեւնույնն է, այն հանգելու է խոչընդոտների: Ես անձամբ ակնկալիքներ չունեմ այս փոփոխություններից»,-«Արմենպրես»-ի հետ զրույցում ասաց քաղաքագետը:

Անդրադառնալով Վիգեն Սարգսյանի նշանակմանը պաշտպանության ոլորտում՝ Ալեքսանդր Մանասյանը նշեց, որ առաջին դեպքը չէ, որ այդ պաշտոնը զբաղեցնում է քաղաքացիական անձ: «Դա ընդունված բան է ամբողջ աշխարհում: Կա տեսակետ, որ այս փոփոխությունը կապված էր քառօրյա պատերազմի ընթացքի հետ, սակայն Վիգեն Սարգսյանն իր հայտարարություններում դեռեւս չի անդրադարձել  պատերազմի ընթացքին, թերացումներին: Նա խոսել է  ընդհանրապես նոր համակարգային մոտեցումների մասին, եւ պետք է հուսալ, որ նա դրա մասնագետն է»,-նշեց նա:

Հովիկ Աբրահամյանի հրաժարականից հետո ՀՀ Նախագահը վարչապետ նշանակեց Կարեն Կարապետյանին, ձևավորվեց նոր կառավարություն, որում տեղի ունեցան կադրային որոշ փոփոխություններ: Պաշտպանության նախարար նշանակվեց Վիգեն Սարգսյանը, ով նախկինում զբաղեցնում էր ՀՀ Նախագահի աշխատակազմի ղեկավարի պաշտոնը: Փոխվեցին նաև Էկոնոմիկայի, Գյուղատնտեսության, Տրանսպորտի և կապի, Առողջապահության, Բնապահպանության, Մշակույթի, Սպորտի և երիտասարդության հարցերի, Ֆինանսների նախարարները: Անգամ փոփոխություն կատարվեց կառավարության կառուցվածքում` անվանափոխելով մի քանÕ « նախարարություններ, կոմիտեի վերակազմակերպելով Քաղաքաշինության նախարարությունը:
