Մանե Զաքարյանը ֆեյսբուքյան իր էջում գրում է.
Լեռնային Ղարաբաղի Հանրապետության և ադրբեջանական զորքի շփման գծում 2016թ. ապրիլյան քառօրյա ռազմական բախման հետևանքով ստեղծված իրավիճակը պարտավորեցնում է զոհված (մահացած) կամ անհետ կորած զինծառայողի ընտանիքին սոցիալական աջակցություն տրամադրելու համար սահմանել արագ արձագանքման մեխանիզմ:
Այդ նպատակով գործադիրն իր առաջիկա հոկտեմբերի 13-ի նիստում ծրագրում է փոփոխություն և լրացումներ կատարել կառավարության 2015թ. սեպտեմբերի 10-ի որոշման մեջ, քանի որ այդ փաստաթղթում նշված չեն մարտական հերթապահություն և հատուկ առաջադրանք կատարելիս զինծառայողի կամ կամավորականի զոհվելու (մահանալու) կամ անհետ կորած համարվելու դեպքերը:
Նշված որոշման փոփոխությամբ ու լրացումներով առաջարկվում է սահմանել, որ ՀՀ պաշտպանության մարտական գործողության հետևանքով, մարտական հերթապահություն և հատուկ առաջադրանք կատարելիս զինծառայողի կամ կամավորականի հաշմանդամություն ձեռք բերելու, ինչպես նաև զոհվելու (մահանալու) կամ անհետ կորած համարվելու դեպքում համապատասխան տեղեկությունը զինկոմիսարիատից եռօրյա ժամկետում հասցվի սոցիալական աջակցության տարածքային մարմին:
Դա նշանակում է, որ տարածքային գործակալությունը (բաժինը) սկսում է ՀՀ օրենսդրությամբ սահմանված սոցիալական դեպքի վարման գործընթացը, ձևավորում է բազմամասնագիտական խումբ` տվյալ ընտանիքի սոցիալական կարիքներին համապատասխան:
Խումբն իր գործունեությունը ծավալում է ՀՀ օրենսդրությամբ սահմանված լիազորության, իսկ աջակցող ցանցի ոչ պետական կազմակերպության ներկայացուցիչը կամ կամավոր ֆիզիկական անձը` իրենց հնարավորության և կարողության սահմանում` որպես սոցիալական դեպքի վարման ընթացքում անհատական սոցիալական ծրագրով նախատեսված միջոցառում:
