«168 ժամ». Ռուսական ֆինանսական կապիտալը զիջում է իր դիրքերը Հայաստանում

«2014 թվականի դեկտեմբերից ի վեր, երբ ՀՀ Կենտրոնական բանկն ընդհանուր կապիտալի նվազագույն չափը 5 մլրդ դրամից դարձրեց 30 մլրդ դրամ, գրեթե բոլորը սկսեցին գուշակություններ անել՝ հայաստանյան 21 առևտրային բանկերից ով կմնա համակարգում, ով դուրս կգա։
Բանկերի վերջնաժամկետը մինչև 2017 թվականի հունվարի 1-ն Է։ Այսինքն, ժամանակի մեծ մասն արդեն անցել է, և շատ բան արդեն պարզվել Է։ Բանկերի թիվն արդեն կրճատվել է 2-ով («ՊրոԿրեդիտ բանկը» գնվեց «Ինեկոբանկի» կողմից, իսկ «ՀայԷկոնոմբանկն» իրեն միացրեց «ԲՏԱ»–ն)։
Եվ ահա, վերջնաժամկետից 2.5 ամիս առաջ պարզ դարձավ, որ հայաստանյան բանկային համակարգը լքող երրորդ բանկն «Առէկսիմբանկ– Գազպրոմբանկի խումբ» բանկն է։ Հիշեցնենք, նախ՝ ռուսաստանյան մամուլը գրեց, որ «Գազպրոմբանկը» վաճառել է 100%-ով իրեն պատկանող հայաստանյան «Առէկսիմբանկը»։ Հետո տեղեկություններ հայտնվեցին, որ գնորդը հայաստանյան «Արդշինբանկն» է։ Իսկ 2 օր առաջ՝ հոկտեմբերի 11-ին, «Արդշինբանկը» պաշտոնապես հաստատեց այս լուրերը։
Պարզ ասած, «Արդշինբանկը» կուլ Է տալիս «ԱռԷկսիմբանկին»։ Իսկ դա, մեղմ ասած, անսպասելի էր։
Ճիշտ Է, «ԱռԷկսիմբանկն» իր վարկային պորտֆելով, ավանդներով և մնացած ցուցանիշներով՝ առաջատարների մեջ չէ։ Ավելին, բանկի ընդհանուր կապիտալը պահանջվող 30 մլրդ դրամի փոխարեն՝ 8 մլրդ էր (2016թ. առաջին կիսամյակի վերջին)։ Սակայն քչերն էին կասկածում, որ «Առէկսիմբանկի» կապիտալը հեշտությամբ կհամալրվի պակասող 22 մլրդ դրամով՝ մայր-ընկերության շնորհիվ։ Կատակ բան չէ, ռուսաստանյան «Գազպրոմբանկի» ակտիվները 2016 թվականի երկրորդ եռամսյակի վերջի դրությամբ գերազանցում էին 5 տրիլիոն ռուբլին, իսկ սեփական կապիտալը՝ 520 մլրդ ռուբլին։ Այսինքն, «Գազպրոմբանկի» միջոցները մի քանի անգամ ավելի շատ են, քան հայաստանյան բոլոր բանկերինը՝ միասին վերցրած։
Գլխավոր հարցը ցանկությունն էր՝ ցանկանո՞ւմ է արդյոք «Գազպրոմբանկը» շարունակել իր ներկայությունը ՀՀ ֆինանսական շուկայում՝ ի դեմս «Առէկսիմբանկի»։
Կարճ ասած, «Առէկսիմբանկի» ձեռքբերումն «Արդշինբանկի» կողմից, ինչ-որ առումով, կարելի է համարել ՀՀ ֆինանսաբանկային համակարգում (ու ընդհանրապես տնտեսության մասշտաբով) ռուսական կապիտալի թուլացում և հայկական կապիտալի ամրապնդում»,–գրում է թերթը։
Ամբողջությամբ՝ թերթի այսօրվա համարում։
