Համաշխարհային ստվերից դեպի հայրենի եզերք

Զարգացած երկրներում ստվերային գործունեությունը ամենաշատը տարածված է Արևմտյան Եվրոպայի երկրներում, մասնավորապես, Շվեդիայում, Գերմանիայում, Ավստրիայում, իսկ ամենաքիչը` Ճապոնիայում և Շվեյցարիայում: Սա բացատրվում է նրանով, որ այս երկրներում առկա է խառը տնտեսություն և մեծ է պետության միջամտությունը: Հարավային Եվրոպայի երկրներում և Ճապոնիայում ստվերային գործունեության սուբյեկտները վճարում են հարկեր թմրանյութերի վաճառքից, ավազակությունից և այլ ապօրինի գործունեությունից ստացված եկամուտներից:
ՀԲ կողմից կատարված ուսումնասիրությունների արդյունքում համաշխարահային ՀՆԱ-ի 35,5% գտնվում է ստվերում: Ստվերային տնտեսության ամենաբարձր մակարդակը գրանցվել է Վրաստանում: Այստեղ այդ ցուցանիշը կազմել է ՀՆԱ-ի 68,8%: Վրաստանին հաջորդում են Բոլիվիան (68,1%) և Ադրբեջանը (63,3%): Ըստ ՀԲ տվյալների ՌԴ-ում ստվերում է գտնվում տնտեսության 48%, այստեղ ստվերային ոլորտներ են հանդիսանում հատկապես առևտրի և ծառայությունների ոլորտը, ինչպես նաև սննդի արտադրությունը և գյուղատնտեսությունը:
Ստվերի ամենացածր մակարդակն ունեն Շվեյցարիան, ԱՄՆ-ը և Ավստրիան: Ճիշտ է ստվերային տնտեսությունը ամենաքիչը Շվեյցարիայում է, սակայն պետք է նշեմ, որ վերջին տարիներին այդ ցուցանիշը բարձրանում է: Շվեյցարիայում շրջանառվող կանխիկ գումարի մոտ 67% չունի տնտեսական հիմնավորոմ և շատ տնտեսագետներ սա վերագրում են ստվերային տնտեսության առկայությանը:
Իսպանիայում ստվերային շրջանառությունը 2009 թվականին կազմել է մոտավորապես 205000 մլն. եվրո կամ ՀՆԱ-ի 20%: Իսպանիայում ստվերային հատվածում են գտնվում հիմնականում փոքր բիզնեսը, մանր կազմակերպությունները, զբոսաշրջությունը, անշարժ գույքի ոլորտը: Այստեղ գործում է բարձր հարկադրույքներ ինչպես նաև բարձր է պարտադիր սոցիալական հատկացումների մակարդակը:
Ինչ վերաբերում է ՀՀ-ին այստեղ պաշտոնական տվյալների համաձայն ստվերային տնտեսությունը տատանվում է 30-40% սահմաններում, իսկ մանրածախ առևտրի և ծառայությունների ոլորտում այս ցուցանիշը հասնում է մինչև 80%: ՀՀ-ում ստվերային բնույթ ունեն գրեթե բոլոր տնտեսական գործունեության տեսակները: Այստեղ նույնպես միակ նպատակը հարկային բեռի նվազեցումն է:
Ստվերի դեմ պայքարը բոլոր կառավարությունների առաջնահերթություններց է, նոր կառավարության համար ևս այն օրակարգային է լինելու, սակայն այս կառավարության դեպքում, ստվերի կրճատմանն ուղված քայլերն առավել համակարգային բնույթ են կրում:
