Պետական ուռճացված ապարատի օպտիմալացման ու կրճատման խնդիրն արդեն մղվել է առաջին պլան: Դա պայմանավորված է մի կողմից ֆինանսական ռեսուրսների սղությամբ, մյուս կողմից՝ երկար տարիներ պետական համակարգը չմաքրելու հանգամանքով: Առաջին հերթին խոսքը վերաբերում է ՊՈԱԿ-ներին ու ԾԻԳ-երին:
Բանն այն է, որ ժամանակի ընթացքում կառավարման գործընթացում պարբերաբար առաջանում են խնդիրներ, որոնց արդյունավետ լուծում տալու համար ստեղծվում են առանձին կառույցներ՝ մասնավորապես ՊՈԱԿ կամ ԾԻԳ տիպի, որոնք, տրամաբանորեն, մասնագիտանալով տվյալ խնդրի մեջ, կարողանում են դրանց արդյունավետ լուծումներ տալ:
Սակայն խնդրի լուծումից հետո սովորաբար տվյալ կառույցները դառնում են կա՛մ անիմաստ, կա՛մ խիստ նվազում է դրանց օգտակար գործողության գործակիցը: Այսօր կառավարության նիստի ժամանակ վարչապետի հանձնարարությունը՝ կրճատումներ իրականացնել ՊՈԱԿ-ների և ԾԻԳ-երի շրջանում, պայմանավորված է հենց դրանով: Ըստ որում՝ ժամանակի ընթացքում, լինելով ուշադրությունից համեմատաբար դուրս գտնվող կառույցներ, դրանց ղեկավարներն իրենց բարեկամներին ու ծանոթներին են տեղավորում աշխատանքի, ինչն է՛լ ավելի է նպաստում ֆինանսների անարդյունավետ ծախսմանը:
Այսինքն՝ նմանատիպ կառույցներ ստեղծելիս պետական գերատեսչությունները պետք է նաև չմոռանան հետևել դրանց գործունեությանն ու այն պահին, երբ արդեն ՊՈԱԿ-նորն ու ԾԻԳ-երն իրենց սպառում են, պետք է լուծարեն ու կրճատումներ իրականացնեն:
Այս սկզբունքը հարկավոր է կիրառել ամբողջ պետական համակարգում: Մի շարք նախարարություններում ևս կան վարչություններ ու բաժիններ, որոնք պարզապես կրկնում են իրար: Ժամանակի ընթացքում անհետացել է այն բուն նպատակը, որի համար ստեղծվել է տվյալ բաժինը, և նրա գործառույթները նույնացվել են այլ բաժինների գործառույթների հետ: Այս երևույթը հարկավոր է անմիջապես արմատախիլ անել:
