ՆԱՏՕ-ում Հայաստանին այնքան էլ չեն սպասում

Միջազգային հարաբերություններում մեծ է հավաքական անվտանգության համակարգերի դերը՝ որպես հակամարտությունները կարգավորող մեխանիզմներ: Այսօր Երևանում տեղի ունեցավ ՀԱՊԿ Հավաքական անվտանգության խորհրդի նստաշրջան` հիշեցնելով մեզ, որ մենք նույնպես այդպիսի համակարգի անդամ ենք: Նորից սոցիալական, լրատվական ցանցերում սկսվեցին քննարկումներ այս կառույցի արդյունավետության մասին: Միաժամանակ զուգահեռներ էին տարվում ՆԱՏՕ-ի և ՀԱՊԿ-ի միջև և մատնանշվում երկուսի որակական տարբերությունները: Հաճախակի է արծարծվում Հայաստանի՝ ՆԱՏՕ անդամ դարձնելու հարցը: ՆԱՏՕ անդամ լինելը որոշակի աշխարհաքաղաքական նրբություններ է պարունակում: Քիչ թե շատ ուսումնասիրելով այս կազմակերպությունը՝ հանգեցի այն եզրակացության, որ մեզ այնտեղ այնքան էլ չեն սպասում: Մյուս կողմից էլ Հայաստանը ՆԱՏՕ-ի հետ պահպանում է գործընկերային հարաբերություններ՝ մասնակցելով այդ կառույցի մի շարք ծրագրերին և միջոցառումներին:
Իսկ ինչ վերաբերում է ՀԱՊԿ-ին, արդեն իսկ հիմնադրման օրվանից հանդիպել է մի շարք դժվարությունների ինստիտուցիոնալ առումով կայանալու հարցում: Դեռևս այն չի հանդիսանում այնպիսի կառույց, որի անդամ պետությունների միջև հաստատված են բազմակողմ հարաբերություններ անվտանգության հարցում: Փաստացի, դրանք երկկողմ բնույթ են կրում, որտեղ առաջնային է Ռուսաստանի դերը: Դա պայմանավորված էր նրանով, որ անդամ պետությունները տարբեր առաջնահերթություններ ունեն այս կառույցում: Հայաստանը փաստացի միակ երկիրն է, որի ազգային անվտանգության առաջնահերթությունները տեղավորվում են ավանդական ռազմաքաղաքական խնդիրների շրջանակում: Հայաստանը դիտարկում է այս կազմակերպությունը որպես ռազմաքաղաքական ռեսուրս ղարաբաղյան հակամարտության խնդրի համատեքստում և մեծ ներդրում է ունեցել այս կառույցը բարեփոխելու և զարգացնելու հարցում:
Հյուսիսատլանտյան դաշինքի և Հավաքական անվտանգության պայմանագրերի դրույթների միջև էական տարբերություններ չկան, բայց այն ինչ որ գրված է թղթի վրա, դեռ չի նշանակում, որ կհամապատասխանի իրականությանը: Երկու կառույցներն էլ ամբողջապես չեն կարող ապահովել մեր անվտանգությունը: Իմ կարծիքով՝ մեր արտաքին անվտանգության երաշխիք կարող է հանդիսանալ հարավկովկասյան պետությունների տարածաշրջանային անվտանգության համակարգի ստեղծումը: Ներկա իրողությունը հաշվի առնելով՝ այս միտքը դեռ ֆանտաստիկ է հնչում: Բայց ամեն դեպքում տարածաշրջանային գործընկերների հետ հարաբերությունների ամրապնդումը առավել նպաստավոր կլինի մեր արտաքին անվտանգության ապահովման հարցում:
