ԵԽԽՎում քննարկվում է Հետաքննող լրագրողների միջազգային կոնսորցիումի աշխատանքի արդյունքում հայտնաբերված ''Պանամայի փաստաթղթերը'', որտեղ մեծ և պատվավոր տեղ է գրավում Ադրբեջանի նախագահի ընտանիքը, որը, ըստ հետաքննության արդյունքների, վերահսկում է խոշորագույն ընկերություններ, գրանցված օֆշորում:
ԵԽԽՎ կանոնակարգի համաձայն` ոչ բոլոր գրանցվածները կարող են ելույթ ունենալ` ժամանակի սղության պատճառով, և ցավոք իմ ելույթը ևս երևի թե չհնչի, սակայն այդ դառնում է արձանագրվելու է և դառնալու ԵԽԽՎ փաստաթղթի բաղկացուցիչ մաս:

Dear colleagues,

A few hours ago, while discussing progress report we have heard a sensitive speech of Azerbaijani MPs of so called huge progress in this country, but very recently the world was shocked by Panama papers where the very honorary place has the President of Azerbaijan with his family – his wife, his daughters, his sister etc.

International Consortium of Investigating Journalists has planned the date of publishing results of its years last long work – the beginning of April 2016, and it is obvious, that the date of Azerbaijani unprecedented aggression is not occasionally – it starts right at the same time, having among the reasons to divert the attention of Azeri society from this case.

While the first family’s ladies have their nice and leisure life, having billion dollars income, that even 10 generation of Aliev’s family will not be able to spend, ordinary women of Azeri society are suffering the pain of losing their sons in this new wave of aggression, triggered by Aliev’s regime. Today we have learned that corrupted high ranked politician is a serious danger not only for the rule of law but also for the one of the main international human rights - right of life.

This billions dollars of these offshore corporations owned or controlled by female Alievs and also those dollars that are spent on a weaponry and military may have been spent on real reforms and democratization of Azerbaijan, but not on ones we have recently heard here during the progress report discussions.

Azerbaijan is a Land of fire, sure, but not the fire of life, but the fire of war, fire of horror, fire of crime..
Earlier, in 2012 - 2013, Azeri journalists working with the Organized Crime and Corruption Reporting Project focused on Eastern Europe and Central Asia, reported that one of the four consortium members, Globex International LLP, was owned by Panamanian companies controlled by President Aliyev’s daughters and a family friend, Swiss businessman Mestelan.

One of the OCCRP reporters was Azeri investigative journalist Khadija Ismayilova, also a member of ICIJ. Many of us know her, met her here, in the Council of Europe. In 2015, Azeri authorities imprisoned Ismayilova in what is widely believed to have been retaliation for her exposé of government corruption. Authorities charged Ismayilova with counts of embezzlement, illegal business, tax evasion, and abuse of power and inciting a man to commit suicide. Her sentence: seven and a half years in prison.

The investigating journalists have done a big work, and today we as a PACE should unite to cut the corruption and financial speculations. So what I suggest is a parliamentary enquiry for our future work.
