Գործադիրն ընդունել է որոշում՝ դեպի ՀՀ ուղղված իմիգրացիոն հոսքերի կանոնակարգման և անօրինական միգրացիոն հոսքերի կանխարգելման անհրաժեշտությամբ պայմանավորված: Որոշմամբ առաջարկվում է ՀՀ տարածք մուտք գործելու ընթացակարգեր Հնդկաստանի, Իրաքի և Եգիպտոսի քաղաքացիների համար։
Մասնավորապես, առաջարկվում է Հնդկաստանի, Իրաքի և Եգիպտոսի քաղաքացիներին էլեկտրոնային վիզաներ տրամադրել Ամերիկայի Միացյալ Նահանգների, Ավստրալիայի, Նոր Զելանդիայի, Կորեայի Հանրապետության, Մեծ Բրիտանիայի և Հյուսիսային Իռլանդիայի Միացյալ Թագավորության, Կանադայի, Ռուսաստանի Դաշնության, Ճապոնիայի, Եվրոպական Միության երկրների, Շենգենյան համաձայնագրի երկրների և Պարսից ծոցի համագործակցության խորհրդի երկրների ժամանակավոր կամ մշտական կացության կարգավիճակի կամ վավեր մուտքի վիզայի առկայության պարագայում կամ ներկայացնել ինքնաթիռի տոմս (վերադարձով), մուտքի վիզայի դիմումների ուսումնասիրության փուլում: Որպես գնահատման չափանիշ՝ կարևոր է ոչ թե միակողմանի, այլ վերադարձով ինքնաթիռի տոմսի առկայությունը, որպես նախանշված ժամկետում վերադառնալու մտադրության ապացույց։
Արդյունքում՝ կխստացվի ՀՀ տարածք մուտք գործելու ընթացակարգերը այդ երկրների քաղաքացիների համար և հնարավոր կլինի վերահսկելի դարձնել միգրացիոն հոսքերը և կանխել անօրինական միգրացիայի արդյունքում հնարավոր բացասական հետևանքների առաջացումը։ Հիմնավորման համաձայն՝ վերջին երկու տարիներին կտրուկ աճել է էլեկտրոնային մուտքի վիզա (E-VISA) ստանալու ճանապարհով ՀՀ մուտք գործող Հնդկաստանի քաղաքացիների թիվը, ովքեր վիզայի ժամկետի ավարտից հետո շարունակում մնալ ՀՀ տարածքում՝ առանց օրինականացնելու իրենց բնակությունը:
Որոշակի աճ է արձանագրվել նաև Եգիպտոսի քաղաքացիների մուտքերի դեպքում։ Խնդրահարույց են նաև Իրաքի քաղաքացիների մուտքերի ծավալները, չնայած նրան, որ այս դեպքում մուտքի ծավալները չեն աճել, սակայն աճել է այս երկրի քաղաքացիների կողմից ներկայացվող ապաստանի հայցերի թիվը։
