Հայաստանի Հանրապետության Սահմանադրության համաձայն՝ նորընտիր Ազգային ժողովի լիազորությունները սկսվում են նախորդ գումարման խորհրդարանի լիազորությունների ավարտի օրը հրավիրվող առաջին նստաշրջանի բացման պահից։ Քանի որ գործող Ազգային ժողովի լիազորությունների ավարտի օրը՝ օգոստոսի 2-ը, այս տարի համընկնում է կիրակի օրվան, առաջին նիստը կգումարվի օգոստոսի 3-ին։

Օրենսդրությամբ սահմանված կարգով առաջին նիստը կսկսվի Հանրապետության նախագահի և Ամենայն Հայոց Կաթողիկոսի ողջույնի ելույթներով, որից հետո պատգամավորները կտան սահմանադրական երդումը։ Այնուհետև կհաստատվի նիստի օրակարգը և կմեկնարկի խորհրդարանի ղեկավար մարմինների ձևավորման գործընթացը։

Առաջին նստաշրջանի ընթացքում կընտրվեն Ազգային ժողովի նախագահը, նրա երեք տեղակալները, կձևավորվեն մշտական հանձնաժողովները և կընտրվեն դրանց նախագահները։ Մինչև հանձնաժողովների ձևավորման ավարտը խորհրդարանը կաշխատի ամենօրյա նիստերի ձևաչափով, իսկ դրանից հետո օրակարգ կբերվի կառավարության ծրագրին հավանություն տալու հարցը, որի քննարկման օրն ու ժամը կհայտարարվեն լրացուցիչ։

«Ազգային ժողովի կանոնակարգ» սահմանադրական օրենքը հստակ ամրագրում է, որ առաջին նստաշրջանի բացման կապակցությամբ ողջույնի խոսքով հանդես գալու իրավունք ունեն Հանրապետության նախագահը և Ն.Ս.Օ.Տ.Տ. Գարեգին Բ Ամենայն Հայոց Կաթողիկոսը։ Նախորդ բոլոր գումարումների առաջին նիստերին Կաթողիկոսը մասնակցել է նիստին և հանդես եկել ողջույնի խոսքով։

Սակայն, մեր ունեցած տեղեկություններով, վարչապետ Նիկոլ Փաշինյանը կտրականապես դեմ է, որպեսզի Գարեգին Բ Ամենայն Հայոց Կաթողիկոսը մասնակցի նորընտիր Ազգային ժողովի առաջին նիստին և հանդես գա օրենքով նախատեսված ելույթով։ Ըստ նույն տեղեկությունների՝ իշխանությունները փորձում են անել հնարավոր ամեն ինչ, որպեսզի խորհրդարանի առաջին նիստն անցկացվի առանց Կաթողիկոսի մասնակցության։
