ԱՄՆ-ն իր դաշնակիցների հետ կիսվել է Ուկրաինայի համար խաղաղության առաջարկի հիմունքներով, որը, ի թիվս այլ բաների, նախատեսում է Ռուսաստանի դեմ պատժամիջոցների թուլացում, հայտնում է Bloomberg-ը՝ հղում անելով աղբյուրներին։
Հարցին ծանոթ եվրոպացի պաշտոնյաներն ասել են, որ ԱՄՆ-ն ապրիլի 17-ին Փարիզում ներկայացրել է կարգավորման ծրագրի ուրվագիծը:
ԱՄՆ դաշնակիցներին ներկայացված առաջարկները ներառում են մարտերը դադարեցնելու և տեւական հրադադարի դեպքում Մոսկվայի նկատմամբ պատժամիջոցների մեղմացման լայն պայմաններ: Գործակալության աղբյուրների համաձայն՝ ԱՄՆ-ի ծրագիրը կարող է հանգեցնել զինված հակամարտության արդյունավետ սառեցման՝ միաժամանակ իր վերահսկողության տակ պահելով Ռուսաստանի կողմից օկուպացված տարածքները։
Ուկրաինան կզրկվ իՆԱՏՕ-ին անդամակցելու հնարավորությունից։ Գործակալության զրուցակիցները հրաժարվել են բացահայտել նախագծի այլ մանրամասներ։
Աղբյուրներից մեկը պարզաբանել է, որ պոտենցիալ խաղաղության համաձայնագիրը վերջնական չի լինի, և եվրոպական երկրները չեն ճանաչի Ռուսաստանին նոր տարածքների միացումը։
Եվրոպական կառավարության պաշտոնյաները նշել են, որ Կիեւին անվտանգության երաշխիքներ տրամադրելը կարևոր պայման է, որը կապահովի ցանկացած համաձայնագրի կենսունակությունը։
ԱՄՆ Ազգային անվտանգության խորհուրդը հրաժարվել է մեկնաբանել այս տեղեկությունը։
Ինչպես նշել է Bloomberg-ը, Փարիզում բանակցությունները հիմնված են եղել նաև Ֆրանսիայի և Բրիտանիայի գաղափարների վրա՝ Ուկրաինա զորքեր ուղարկելու և Կիևին ռեսուրսներով ու ռազմական ուժով ապահովելու վերաբերյալ: Փարիզն ու Լոնդոնը ցանկանում են ցույց տալ իրենց մտադրությունների լրջությունը և համոզել ԱՄՆ նախագահ Դոնալդ Թրամփին աջակցել Ֆրանսիայի և Բրիտանիայի ծրագրերին։
