Ստանդարտ գործիքակազմերը կմնան անցյալում

Տիգրանուհի Դավթյանը ֆեյսբուքյան իր էջում գրում է.
Վերջին տարիներին տնտեսական աճի տեմպերը ցածր են: Դրանք տատանվել են 3-4 տոկոսի սահմաններում: Այս տարի կանխատեսումներն ավելի վատատեսական են՝ 2.4%: Սա Հայաստանի համար չափազանց կարևոր խնդիր է: Տնտեսական աճի նման տեմպը թելադրված է արտաքին և ներքին տարբեր գործոններով: Այն առաջ է բերել որոշակի դժվարություններ, որոնցից կախված՝ երկրում առկա սոցիալական իրավիճակը փոխելը չափազանց բարդացել է։ Պատահական չէ, որ վերջին երկու տարիներին կառավարությունը հիմնականում հրաժարվել է կենսաթոշակների, նպաստների, աշխատավարձերի բարձրացումից։
Նոր կառավարության առաջարկված ծրագրով նախատեսվում է ստեղծել հիմքեր տնտեսության երկարատև, կայուն և բարձր աճի ապահովման համար։
Երկրում ստեղծված իրավիճակից դուրս գալու հիմնական միջոցը, անշուշտ, տնտեսական շատ ավելի բարձր աճի ապահովումն է։ Սակայն ի՞նչ է ասում նոր կառավարությունը: Վերջինիս կարծիքով՝ ստանդարտ գործիքակազմով և մեթոդներով բարձր զարգացում ապահովելու հնարավորությունը չափազանց փոքր է։ Ուստի նախատեսվում են տնտեսական քաղաքականության բազմաթիվ փոփոխություններ, որոնք պետք է նպաստավոր միջավայր ձևավորեն բիզնեսի գործունեության, ներդրումների ներգրավման, տնտեսական տարբեր ծրագրերի իրականացման համար։
Ներդումային ծրագրերի խթանումը կառավարությունը պատրաստվում է սկսել այդ ոլորտում գործունեություն իրականացնող պետական կամ պետության մասնակցությամբ կառույցների օպտիմալացումից։ Արդեն հաջորդ տարվանից նախատեսվում է ձևավորել պետական ներդրումային հիմնադրամ՝ ներդրումային ծրագրերին ֆինանսական աջակցություն ցուցաբերելու համար։ Ներքին տնտեսական ռեսուրսների օգտագործման արդյունավետության բարձրացման նպատակով ակնկալվում է ստեղծել խթանող միջոցներ՝ չաշխատող ակտիվների գործարկման համար։ Նման միջոցառումների շրջանակներում դիտարկվում է նաև գույքահարկով հարկման մեխանիզմների վերանայումը։
Ինչևէ, անելիքները չափազանց մեծ են: Հույս ունենանք, որ ապագայում կյանքի կկոչվեն ծրագրերը և չեն մնա զուտ թղթի վրա:
