Մինչև գազի սակագնի թատրոնը չավարտվի, ես վարչապետին չեմ վստահի

Արման Աբրահամյանը ֆեյսբուքյան իր էջում գրում է.
Այս օրերին շատ է խոսվում նորանշանակ վարչապետի ռեֆորմների ու նորարարությունների մասին։ Անձամբ ես դեռ զգուշավոր լռողի կարգավիճակին եմ նախապատվություն տալիս, որովհետև թեև քիչ ժամանակ է անցել, որպեսզի վարչապետը նույնիսկ ցանկության դեպքում կարողանար ինչ-որ շոշափելի փոփոխությունների հասնել, բայցևայնպես, ներկա պահին խոսակցություններն ավելի շատ են, քան ռեալ գործողությունները։
Անձամբ ես կարող եմ ասել մի ոլորտ, որտեղ շոշափելի փոփոխություն անելը մեկ օրվա հարց է ու այդ փոփոխության լինելու դեպքում ես կսկեմ հավատալ վարչապետին ու իշխանություններին։ Դա գազամատակարարման ոլորտն է։
Մինչ այժմ Հայաստանում գործում է մի պրիմիտիվ լոխոտրոն․ Գազպրոմը սահմանին գազը վաճառում է ինքն իրեն մի գնով, իսկ սպառողին վերավաճառում է միանգամայն այլ գնով։ Ընդ որում, արդեն երկու անգամ գեղեցիկ բեմադրություն են արել և սահմանին վաճառվող գազի գինը 186 դոլարից իջեցրին մինչև 150 դոլար՝ 1000 խորանարդի դիմաց (այսինքն՝ 1 խորանարդ մետր գազի գինը 71 դրամ է), իսկ բնակչությանը այն մատակարարվում է 147 դրամով՝ 1 խորանարդ մետրի դիմաց։ Այսինքն՝ 2 անգամ ավելի թանկ։
Այս թատրոնը մինչև չդադարի, ես չեմ հավատա և ոչ մի ռեֆորմի։ Ձևակերպեմ իմ ակնկալիքները կառավարությունից, վաչապետից ու նախագահից․
1․ Մեզ այդքան չի հետաքրքրում, թե որքան է նվազում գազի գինը սահմանին։ Բնակչության համար կարևորը դրա սպառման վերջնական գինն է, իսկ քանի որ սահմանին նույն ընկերությունը վաճառում է գազը ինքն իրեն, ապա սահմանի գործոնը ընդհանրապես էական չէ։ Ես չեմ հավատում, որ Տյումենից մինև ՀՀ սահման հասնելիս գազի գնագոյացումը նույնքան է կազմում, որքան սահմանից՝ Երևան ու հայաստանի այլ մասեր։ Արդար բիզնեսում 100 և ավել տոկոս շահույթը համարվում է գերշահույթ։ Չի՛ կարող սահմանին ստացվող գազի գինը երկու անգամ ավելի ցածր լինել իմ բնակարանի գազի գնից։
2․ Պետք է խստագույնս վերահսկվի գազի կալորիականության ստաբիլության հարցը, որովհետև ամեն գնանկումից հետո, դրա կալորիականությունը ավելի ու ավելի է ընկնում և արդյունքում, ոչ մօ տարբերություն չկա, թե ինչքան է իջել գինը, որովհետև միևնույն է, պետք է ավելի շատ գազ սպառել։
