արզվում է՝ Պաշտպանության նախարարությունը այսքան տարի շարունակ զինվորների համար կարտոֆիլ է գնել ինքնարժեքից մի քանի անգամ բարձր գներով։ ՊՆ-ի համար գնումների այս օղակում, վստահ եմ, գյուղացիները չէ, որ այդ բարձր գնի հաշվին գերշահույթ են ապահովել։ Ամենայն հավանականությամբ, հավատարիմ մնալով բանակում փողերի լվացման դասական մեխանիզմներին, կարտոֆիլի համար գյուղացուն վճարվել է ցածր գինը, սակայն թղթաբանության մեջ ներկայացվել է բարձր գին, իսկ պետական միջոցները սահուն մտել են բանակը կեղեքող գեներալների գրպանը։
Ապրիլից ընդամենը մեկ օր առաջ հայտնի հակակոռուպցիոն ընկերությունը զեկույց էր հրապարակել բանակում կոռուպցիայի և փողերի լվացման ահռելի ցուցանիշների մասին, պատերազմի եռուզեռը փոքր-ինչ մթագնեց այս աղմուկը, բայց հիմա բարեփոխումների հրամայականն առավել քան երբևէ դրված է պաշտպանության գերատեսչության առջև։ Բանակն այսքան տարի թալանվել է հենց գնումների համակարգի միջոցով։ Այն, ինչ բանակինն է, սկսած համազգեստից, վերջացրած սնունդով, ամենավատ ապրանքն է, այնինչ ամբողջ աշխարհում ընդունված է, որ այն, ինչ ռազամական է կամ բանակի համար է նախատեսված, որակյալ արտադրանք է։ Շատերի համար էր վաղուց պարզ, որ սա հենց թալանի արդյունքն է։ Հիմա նորանշանակ նախարարը այլ ելք չունի, քան այս ամենին վերջ դնելը և հատկապես գնումների համակարգը թափանցիկ դարձնելը։
