ՀՀ ներքաղաքական կյանքում ռեաբիլիտացիոն գործընթացները շարունակվում են, և հետաքրքիրն այն է, որ դրանք բավականին մոտիվացնող են:
Նախօրեին հայտնի դարձավ, որ նախագահականում անցկացվել է խորհրդակցություն ճանապարհային երթևեկության կանոնների նկատմամբ վերահսկողական համակարգերի և վճարովի ավտոկայանատեղերի կազմակերպման ծրագրի վերաբերյալ հարցերի քննարկման նպատակով:
Հանձնարարվել է ՀՀ ոստիկանության պետին և առաջարկվել Երևանի քաղաքապետին՝ «Սեքյուրիթի դրիմ» ՍՊԸ և «Փարկինգ Սիթի Սերվիս» ու «Լոկատոր» ՓԲԸ կոնսորցիումի հետ բանակցությունների արդյունքում 10-օրյա ժամկետում համապատասխան իրավական մեխանիզմներ մշակել, որպեսզի սեփականության ձևով պայմանավորված նրանց գործառույթները, այդ թվում՝ ֆինանսական հոսքերի տնօրինումն ու կառավարումն անցնեն պետական և համայնքային կառույցներին: Որպեսզի հանրությանը ոչինչ չասող այս անունները հասկանալի լինեն, նշեմ, որ խոսքը տեսանկարահանող և «կարմիր գծեր» սպասարկող ընկերությունների մասին է:
Վստահաբար կարող ենք փաստել, որ հասարակության շրջանում վերջին տարիների ամենաքննարկվող և դժգոհության հսկայական ալիք առաջացնող հարցերի հարցը եղել են ճանապարհային տեսանկարահանումները՝ իրենց արագաչափերով և մայրաքաղաքում գործող չարաբաստիկ «կարմիր գծերը»: Նշեմ, որ մարդկանց դժգոհությունների հիմնական մեխն այն էր, թե ինչու իրենց կատարած վճարված գումարները պետք է գնան մասնավորի գրպանը և ոչ պետբյուջե:
Այս ամենի հետ կապված կարող ենք նշել, որ առկա վիճակում, երբ երկիրը գտնվում է ինչպես տնտեսական, այնպես էլ արտաքին և անվտանգության լուրջ մարտահրավերների առաջ, երբ կրճատվում է այս կամ այն ԾԻԳ-ը կամ ՊՈԱԿ-ը, որպեսզի հնարավոր լինի բյուջետային միջոցներն ուղղել այլ սեկտոր, վերոնշյալ քայլը բավականին լուրջ աջակցություն է պետբյուջեին: Միայն անցյալ տարի արագաչափերից ստացված գումարը կազմել է 8 մլրդ դրամ, սա, ինչ խոսք, շոշափելի թիվ է մեր նման սակավ բյուջե ունեցող պետության համար:
Այս ամենը բավականին շոշափելի և սպասված քայլեր են այս մեկամսյա հայաստանյան փոփոխությունների ֆոնին, կարելի է ասել, որ այս ժեստը ևս մի քայլ է հանրության վստահության վերականգնման համար:
