Պետության կողմից ընդունվող սոցիալական օրենքները առաջին հերթին պետք է ուղղված լինեն խոցելի խավի բարեկեցիկ կյանքի ապահովմանը: Այս դեպքում խոսքը գնում է էներգակիրների սակագների մասին: Կառավարության նոր որոշման համաձայն՝ անապահով ընտանիքները իրենց սպառած էներգակիրների համար կվճարեն ավելի քիչ գումար:

Ընդունված օրենքով սոցիալապես անապահով ընտանիքներ են համարվում ընտանիքների անապահովության գնահատման համակարգում հաշվառված անապահովության «20.00» միավորից բարձր անապահովության միավոր ունեցող ընտանիքները: Բացի վերը նշվածից՝ վարչապետ Կարեն Կարապետյանը հանձնարարականներ է տվել ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովին` բնական գազի և էլեկտրական էներգիայի սակագներ սահմանելիս դիտարկել սոցիալապես անապահով ընտանիքներին որպես առանձին սպառողական խումբ և նվազեցնել իրենց կողմից սպառվող հոսանքի և գազի սակագները:

Գործադիրը պատրաստվում է արտոնություն տալ նաև գյուղատնտեսական ոլորտում գործունեություն իրականացնող ջերմոցային տնտեսություններին և վերամշակող կազմակերպություններին: Այս դեպքում խոսքը վերաբերում է գազի սակագնին: Վարչապետի հանձնարարականները կյանքի կոչելու դեպքում ոչ միայն կնվազեցվի սոցիալապես անապահով ընտանիքների ֆինանսական բեռը, այլ նաև ընկերություններին էներգակիրների մասով տրվող արտոնության արդյունքում կբարձրանա արտադրանքի որակը, այնպես էլ հնարավորություն կստեղծվի միջազգային շուկայում դառնալ ավելի մրցունակ: Սա, կարծում եմ, չի կարող դրական չանդրադառնալ արտահանման ծավալների ավելացման վրա:
